The ethics of climate‐induced community displacement and resettlement

Abstract: Climate‐induced resettlement programs are happening right now in places around the world where populations face high risks from climatic impacts. Burgeoning literatures are considering the ethical implications of climate change more broadly, and the ethics of migration, but the nexus between the two issues has not been given enough attention by moral and political theorists, especially with respect to climate‐induced community resettlement. Here, we sketch the key nodes in a debate we think should take place, … Show more

“…In practice in the field, implementation of the resettlement policy takes a long time, and in that long span of time the government and related parties assume responsibility for meeting the necessary needs of victims of natural disasters. “…By cooperating with several parties such as mass organizations and the TNI, the South Lampung Regional Government has prepared 537 shelters. [5] With regard to this resettlement policy, Jamie Draper and Catriona Mckinnon [6] stated that in carrying out the resettlement policy, there are at least two stages that must be considered, namely the decision-making stage and the implementation stage. At the decision-making stage, the participation of the parties who will be affected by the policy is a core element that ethically must be realized.…”

“…Migration and displacement due to climate change are projected to increase over the coming decades, with resettlement programmes across multiple continents where populations face high climate risks, such as the Maldives, Marshall Islands, Kiribati and Tuvalu (Wyman, 2017; Draper and McKinnon, 2018). We have an ethical obligation to help climate migrants; however, much of the current debate focuses on whether developed nations should accept these stateless climate migrants, and, if so, how many (Eckenwiler, 2018).…”

“…Development-driven relocation literature has brought forward the importance of participatory processes grounded in the agency of affected communities (Draper and McKinnon 2018 ). Just climate adaptation aligns with this literature as it requires the involvement of stakeholders in decision-making, especially when they are socially vulnerable (Malloy and Ashcraft 2020 ).…”
