This paper develops the notion of "event seizure" to better understand how mega-events, and the elites associated with them, take possession of host cities and societies-of development plans, funds and legislation-and impose their priorities on cities and citizens. It illustrates how event seizure plays out in the preparations for the Football World Cup 2018 in Russia, which is on course to become the most expensive World Cup ever with a total cost of about USD 20 billion. Drawing on government and FIFA documents, public statements from authorities and officials, and media coverage, the paper examines three different dimensions of event seizure. First, infrastructural seizure, where event-related infrastructure, particularly sports venues, crowd out infrastructure that serves wider urban needs. Second, financial seizure, where a close circle of political and business elites benefits from state funding, while the public underwrites cost overruns. Third and last, legal seizure, where the event introduces exceptional legislation, infringing citizen rights and compromising due oversight of event preparations.

This study investigates the determinants of attendance at the upcoming FIFA World Cup in Qatar. It considers pull and push factors as antecedents of desirability to attend this mega-event, and particularly sheds light on the perception of the host country as a pull factor. Data from 228 potential visitors were collected. Consistent with previous research, results show that the factors of passion, novelty and escape have positive impacts on desirability. The perception of the host country has a positive impact on desirability and is a better predictor than travel motives or event motives. No significant effect of the support for the national team on desirability was found. The results additionally show that the constraints of time or money have no impact on the relationship between desirability and attendance intent. The findings of this research offer insights into sport marketing and show promise for event management committees, event marketers and researchers alike to develop an understanding of mega-event marketing.

Neste ensaio pretendemos problematizar algumas lógicas sociais não explícitas que se articulam ao domínio de realização da Copa do Mundo FIFA. Para tanto, privilegiamos como recorte analítico a edição de 2010 deste evento, de modo a desvelarmos algumas das retóricas e ações estratégicas que permearam o contexto de sua realização na África do Sul. Com base em dados obtidos na literatura acadêmica e mídia, buscamos apresentar que as motivações para o evento se baseavam em discursos desenvolvimentistas por parte tanto da FIFA quanto das elites locais sul-africanas visando o convencimento e apoio por parte de diferentes grupos sociais. Entretanto, as consequências não foram necessariamente aquelas prometidas, sendo essas instituições as reais beneficiadas em seus interesses econômicos e políticos. Nesse ponto, argumentamos que a sociedade brasileira pode e deve aprender com essa experiência para avaliar de forma crítica os motivos menos aparentes de sediar eventos desse porte.
