“…But there is considerable and accumulating evidence of the method's validity across a variety of disparate case studies, much of it published in the most respected academic journals (cf. Ullman, 1968;Ullman et al, 1971;Moore & Jacobsen, 1984;Persky & Wiewel, 1994). We find the minimum requirements method ideally suited to our purposes here: identifying trends within a large sample set.…”

“…Vias & Mulligan (1999, p. 510) find that in some regions 'virtually all new growth is due to growth in the non-basic activities of the economy, especially in those cases where the size of the basic sector has declined or remained stagnant'. In another study, Persky and Wiewel (1994) find that the proportion of employment accounted for by non-basic activities in large US cities grew substantially between 1969 and 1989. Commenting on what they call the 'growing localness' of the global city, they write: 'The great majority of workers in large cities are not making international business deals; they are doing something else.…”

“…In the global age noncommercial local services form a growing share in the economy of both global and nonglobal cities in the advanced economies (cf. Persky & Wiewel, 1994). These services are part of the institutional make up of national welfare states, and are not related to globalization.…”
