“…For blacks, however, a national-level black social movement does not exist, and the population has generally not been the subject of government ethnoracial policies. Although nearly a dozen black organizations are present in the Costa Chica, the center of black politics in Mexico (see Lara 2014; Weltman-Cisneros and Méndez Tello 2013), these groups lack a cohesive framework surrounding the meaning of or criteria for blackness (Hoffman 2014; Hoffman and Rinaudo 2014; Lara 2014).
