Weak technology and lack of human resources caused global e-government to show that Indonesia is below the world average. It is challenging for Indonesia to have an E-Government initiative program towards Good Governance, one of which is Smart City innovation. The community economy is crucial in determining community welfare in moving towards a Smart City. With a Smart Village in Ketapang Village, Banyuwangi Regency, it is hoped that it can create community welfare through a Smart Economy. This research aims to determine the success of Smart Economy in implementing Smart Village in Ketapang Village, Banyuwangi Regency. This research uses a qualitative method with a descriptive approach. Data collection techniques were carried out using observation, interviews and documentation. If the previous research only discussed Smart Cities in general, then in this research, the author examines one of the success factors of smart cities, namely, the Smart Economy. This update discusses the Smart Economy in depth. The study was carried out based on seven Smart Economy indicators using the Giffinger approach. The research results obtained show that the Smart Economy in Ketapang Village has not been maximized due to several obstacles, such as the uneven distribution of facilities provided by the regional government, the lack of ability of the Ketapang Village community to utilize technology, and the lack of government support for technology weak responsibility towards society. However, in general, its implementation is exemplary, manifested in developing technological innovations for the community and government facilities that continue to be built.

Poverty is a problem that is currently still a problem in the lives of fishing communities . This article aims to analyze the role of the government in empowering fishing communities in Majene Regency as well as the obstacles of the local government in empowering fishing communities. This writing uses the descriptive method. Data collection techniques using interviews, observation, and documentation then the data obtained will be analyzed using qualitative techniques. The results showed that the role of the local government in empowering fishing communities was not optimal, while several empowerment programs carried out by the local government included training and fostering fisherman and fishermen's wives, mentoring field extension workers, and assistance with facilities and infrastructure. The quality of community services is one of the criteria that can be used as a reference to measure the success of the Village Government in carrying out its duties. On the other hand, community satisfaction with the services provided by the apparatus influences empowerment policies and the performance of the village government itself. This article describes the strengthening of the role of hamlet heads in assisting village heads in Tongke-Tongke Village, East Sinjai District. This research approach is qualitative. Data collection techniques are observation, interviews, and documentation. The data analysis technique was carried out using data reduction, data presentation, and concluding. From the results of the analysis, it was concluded that the strengthening of the role of the hamlet head in assisting the task of the village head in Tongke-Tongke Village, East Sinjai District had not run optimally. The hamlet head has not carried out his duties and functions optimally. The village head does not yet have a plan to strengthen the organization and does not dare to change the hamlet head who does not carry out his main duties and functions. The steps taken by the village head in dealing with these problems are to guide the hamlet head so that they can understand and carry out their duties and functions according to applicable regulations.
