En las grandes urbes del sur global, la gestión de residuos es una problemática que cobra cada vez mayor importancia. La población recicladora se ha encargado durante generaciones de desarrollar una labor que –aunque poco reconocida– genera múltiples beneficios sociales, ambientales y económicos. Desde la perspectiva de la política pública tradicional, esta actividad se considera informal y se busca “corregir” el problema mediante procesos de formalización que desconocen las realidades propias. Este artículo analiza los enfoques de integración y los principales obstáculos para las organizaciones de recicladores en Bogotá, buscando ampliar la perspectiva de análisis al introducir una lectura de estos procesos desde la economía popular, que reconozca y valorice no solamente la actividad, sino la participación de los recicladores como actores fundamentales en la co-construcción e implementación de políticas públicas que representen una mejora efectiva de las condiciones laborales y de vida de esta población.

Modernization of waste processing through Waste-to-Energy has been a new trend to solve waste management and energy scarcity. This model however it may raise a conflict with recycling activities. This article establishes a methodological approach to assess Non-Recycled Waste for Refuse Derived Fuels materials. The approach is simulated by using calorific value of waste from Semarang Landfill which has calorific value 5,500 to 6,070 kcal/kg and waste composition of Banjarmasin Landfill which has been classified according to recycling perspective. The simulation shows that a low recycling rate (25% plastic and paper taken for recycling) will produce 3,882 kcal/Kg while a high recycling rate (50%) will produce 3,793 kcal/Kg. This simulation successfully calculates that non-recycled waste materials are still potential for RDFs materials.

Systems of waste management in Padangsidimpuan City is an open dumping system. The location of the Padangsidimpuan City landfill is carried out at the Batu Bola TPA located in Batu Bola Village which is 120 meters from the Batang Ayumi river flow. Continuous landfill in the landfill produces pollutants in the form of leachate. Leachate contains organic materials and heavy metals. Heavy metals that are often found in leachate water are Iron (Fe) cadmium (Cd) and Zinc (Zn). This research aims to know the quality of the water of the Batang Ayumi river in terms of the content of heavy metals Cd, Zn, and Fe. This research uses descriptive exploratory method by conducting a survey first. The determination of the sampling location using purposive sampling method at four stations specified. River water sampling is carried out twice, before and after rain. This research uses an Atomic Absorption Spectrophotometer tool. The data obtained were analyzed by comparing research data with water quality standards based on PP. No. 82 of 2001 to look at the conditions of the heavy metal pollution of Cd, Zn and Fe. The results of this study showed that the average concentration of the metal content Cd, Zn and Fe werw below the specified quality threshold, namely the concentration of metal Cd of all stations is 0.0009 mg/l, a concentration of metal Fe is 0.03 mg/l, and concentration of Zn metal is 0.0002 mg/l.
