The article covers the history and development of German co-determination (works councils and board-level representation). The first section addresses the terminology of industrial democracy by comparing the different meanings in English and German industrial relations vocabulary. This is followed by a section on the history of the institutions of worker committees, works councils and board-level representation in German industries, beginning from the first voluntary introduction of worker committees by social-minded employers through the periods of the Kaiserreich and the Weimar Republic and on into post-war Germany. A third section addresses the present role and functions of works councils, including their learning process by interaction with management and their symbiotic relationship with the trade unions, followed by a section on the differences and similarities between works councils and human resource management. The last section analyses the changes and current trends in the field of shop-floor participation, works councils and board-level representation. Ré suméCet article retrace l'histoire et l'évolution de la cogestion en Allemagne (comités d'entreprise et représentation aux conseils d'administration ou de surveillance). La première section traite de la terminologie de la démocratie industrielle en comparant les sens différents du vocabulaire des relations professionnelles en anglais et en allemand. Il est suivi par une section consacrée à l'histoire des institutions des comités des travailleurs, des comités d'entreprise et de la représentation aux conseils d'administration ou de surveillance dans les entreprises allemandes, en commençant par la première introduction volontaire de comités des travailleurs par des employeurs ayant l'esprit social, à l'époque de l'Allemagne impériale et de la république de Weimar et dans l'Allemagne de l'après-guerre. Une troisième section examine le rô le et les fonctions des comités d'entreprise à l'heure actuelle, en ce compris leurs processus d'apprentissage suite à l'interaction avec le management et la relation symbiotique avec les syndicats; suit alors une section sur les différences et les similarités entre les comités d'entreprises et la gestion des ressources humaines.

Attracting High‐Skilled Immigrants: Policies in Comparative Perspective

Labour market shortages, structural problems and unfavourable demographics have all prompted governments to act, often by focusing on high-skilled immigration. However, policy responses have been very different. Some countries were able to adopt quite open high-skilled immigration policies, while others did not. This article provides a political economy explanation for this. It argues that, despite similar pressures, high-skilled immigration policy outputs vary due to shifting coalitions between disaggregated sectors of native high-skilled, low-skilled labour and capital. To probe this argument, the article examines coalitions in four countries (France, Germany, Sweden and the United Kingdom) from the late 1990s to present, and draws on original interviews with policy-makers, unions and employers' associations; official documents and the literature on immigration, political economy and public policy. The varying labour market organization of actors informs differences in coalitions which in turn has resulted in different high-skilled immigration policy outputs, cross-nationally and over time.

Eine funktionale Arbeitsteilung bei zugleich enger Kooperation zwischen Betriebsräten und Gewerkschaften ist wichtig für die Stabilität des Gesamtsystems industrieller Beziehungen in Deutschland. Tatsächlich arbeiten Betriebsräte und Gewerkschaften in der Praxis häufig eng zusammen, es zeigen sich jedoch gewisse Erosionstendenzen in diesem Kooperationsverhältnis. Der Text analysiert anhand empirischer Beispiele die Praxen und Problematiken von Mitbestimmungsarbeit, die nur lose gekoppelt oder auch völlig jenseits gewerkschaftlicher Politik stattfindet. Er gibt einen historischen Überblick über die wechselvolle Geschichte sowie den aktuellen Stand der Beziehungen zwischen Betriebsräten und Gewerkschaften. Anhand qualitativer Kurzfallstudien in 35 Betrieben werden Muster und Probleme gewerkschaftsferner Mitbestimmungspraxis dargestellt. Abschließend wird diskutiert, welche Auswirkungen gewerkschaftsferne Mitbestimmungspolitik für das Gesamtsystem industrieller Beziehungen hat und welche gewerkschaftlichen und politischen Eingriffsmöglichkeiten existieren.
