PurposeIn a conventional sense, information technology has frequently been considered a source of Lean waste management. However, as the corporate world evolves, new models that provide a competitive edge by merging technical breakthroughs with the Lean paradigm must be developed. Enterprise resource planning (ERP), which is such technological advancement, is found to be highly influential for Lean implementation. However, there is a dearth of literature on the adaptability of ERP to minimise Lean waste in the construction industry. This paper, therefore, aims to investigate the possibility of applying ERP to minimise Lean waste in the construction industry.Design/methodology/approachThe study used a qualitative approach, consisting of fifteen (15) expert interviews and code-based content analysis was used to analyse the empirical data.FindingsThe findings revealed the challenges faced when applying ERP with the Lean concept and the strategies that would help overcome the challenges. Most of the challenges could be overcome through training and awareness programmes and proper team management. The study also found that ERP could be applied with Lean to eliminate waste generation in the construction industry.Originality/valueThis paper contributes to the theory by providing an evaluation of the possibility of adopting ERP to eliminate Lean waste in the construction industry. The study will contribute to new knowledge related to strategies for proper use of ERP for Lean waste minimisation, which will be useful for future researchers in the area.
PurposeSustaining the irrigated agriculture, while conserving the natural eco-system, are the two main objectives of sustainable water management (SWM) in irrigation. Achieving both the objectives simultaneously is a complex task in most developing countries. This requires a holistic approach of understanding the issues in irrigation water management (IWM) from social, economic and environmental perspectives. Therefore, this paper aims to analyse the issues towards the SWM of irrigation systems in Sri Lanka to help maintain a stable relationship between the aforementioned two objectives.Design/methodology/approachQualitative interview survey was selected as the research strategy to achieve the research aim. 16 semi-structured interviews were conducted with experts in IWM sector to collect data in the Sri Lankan context. Data were analysed using code-based content analysis, based on directed approach.FindingsFindings revealed the issues in SWM in terms of efficiency of irrigation infrastructure; equity of water distribution; environmental integrity and economic acceptability. Most of the issues were related to the inefficiency towards SWM of irrigation systems. Conflicts among water users, especially the people in downstreams aggravated the problem of equity of water sharing. Depletion of groundwater and waterlogging were the major issues towards environmental integrity. Loss of water happened due to the issues in different irrigation infrastructure components hindering economic acceptability.Originality/valueTheoretical contribution includes an analysis of issues in IWM from a sustainability perspective. Practical implications include an overview of deficiencies in the SWM to generate appropriate strategies to achieve sustainability for decision-makers such as policymakers in the irrigation sector in developing countries similar to Sri Lanka.
Construction projects consume bulky amounts of materials, natural resources, and energy and at the same time generate unacceptable level of solid wastes. There are strategies implemented in order manage the construction and demolition wastes in Sri Lanka. However, most of those have become unsuccessful due to the policy makers being unable to consider the cultural factors stemming from socio-economic factors, while implementing such strategies. Thus, this paper aims at deriving a culture-based solution for construction and demolition waste management in Sri Lanka. This aim is achieved through a broad literature review. As per the extent literature, the main cultural manifestations describing the cultural context of Construction and Demolition (C&D) waste management include values, attitudes and behaviours. Accordingly, Sri Lankans hold many positive values, however majority of attitudes and behaviours are of negative in nature. According to literature, these cultural manifestations exists in a hierarchical order with attitudes being influenced by values and behaviours being influenced by attitudes. Nevertheless, positive values of Sri Lankans are not reflected through the attitudes and behaviours of C&D waste management, requiring thorough empirical studies to justify the dynamisms of value-attitude-behaviour hierarchy in Sri Lankan context. In addition, if these cultural manifestations related to C&D waste to be managed, a reverse cycle to the value-attitude-behaviour hierarchy should be considered, which is introduced as 'cycle of culture management' through this paper.
Many international organizations embrace the ideals of resilience and inclusion in the service of marginalized communities but neglect their inclusion in post-disaster settings. It is imperative to explore the challenges faced by marginalized communities to increase their inclusion in the post-disaster context. Therefore, this paper presents a systematic literature review of the challenges facing marginalized communities in the post-disaster context. The study identified 57 challenges faced by children, women, people with disabilities, and older adults under six categories: social, health, political, infrastructure, economic, and communication. The most common challenges all four marginalized communities face are the development of post-traumatic stress disorder, the struggle to acquire the necessities of life due to unequal distribution, the lack of income-generating opportunities, and sexual and gender-based violence. Most studies focus on women’s challenges, followed by those of children, older adults, and persons with disabilities. The study also explored the challenges faced in terms of intersectionality, experienced by groups of people who fall under more than one marginalized community. Finally, a conceptual framework was developed to improve the inclusion of marginalized communities during the post-disaster context by incorporating the challenges as one of the key components of the framework.
In the last decade, many South Asian developing countries have suffered natural disasters. Severe disaster destruction results in an overwhelming need to rebuild housing and infrastructure within a brief amount of time. United Nation Development Programme has sought to make this reconstruction program a "Build Back Better (BBB)" opportunity, hence gender inequality and marginalisation of people with disabilities remain a problem in many countries. Although the international community has sought to promote this resilience and inclusion, the Post-Disaster Rebuilding (PDR) process still overlooks these sectors of society and their needs. Therefore, this paper aims to bring in literature synthesis addressing gender and disability inclusion in PDR ‘BBB’ programmes in Sri Lanka. Besides, involvement in the mitigation of vulnerability and community resilience to disaster risks and relocation was found to play a significant role. Vulnerability and the risk of disasters can be dramatically reduced by ensuring a culture of disaster prevention and resilience for all segments of populations, particularly rural areas, girls and women, and the disabled. All aspects of socially inclusive, formal, and non-formal commitments are important to take their desires and requirement into consideration.
