A study on farmer regeneration has been carried out in Sindangkasih Subdistrict, Ciamis in April - July 2019 with the aim of the study: (1) to describe the extent of youth interest in agriculture, (2) find factors that influence youth interest, and (3) formulate an improvement strategy youth interest. This quantitative descriptive study involved 79 young people as respondents from 3,158 people. Data collection using a questionnaire containing closed questions in accordance with the variables and research indicators that have been tested for validity and reliability. Descriptive analysis is carried out to provide an overview of youth interests, while to identify influential factors, multiple linear regression analysis is performed. The results showed (1) youth's interest in agriculture is included in the sufficient category, (2) youth's interest is influenced by external factors (extension activities, availability of resources, government support) and motivational factors (rewards, achievements, demands of life) with the Y model = - (0.051) + (0.457) X2 + (0.419) X3, and (3) strategies for increasing interest begin with facilitating youth in non-formal education (training / courses), and involving youth in agricultural program.
1. Introduction Agriculture remained a reliable sector in rural communities, because of its role as a source of employment for livelihoods and its capacity to reduce unemployment, especially for rural youth. However, this did not attract the interest of rural youth to engage in agriculture. According to the results of the study, there are several causes for the lack of youths' motivation and participation in agricultural development. Effendy, L (2017) reported that lack of youth's participation caused lack of youth's interest in agriculture. This situation was strengthened by the results of the KRKP study (2016), which explained that 54 percent of horticultural farmers' children and 63 percent children of rice farmers were not interested in agriculture. Some of the reasons are; lack of land access and assets, low income, lack of agricultural knowledge or education, and inadequate infrastructure (Ningsih and Sjaf 2019). This condition was also thought to be the cause of the low participation of rural youth in agricultural activities. The participation of youths with age ranged 18-24 years was 31 percent, while those youth in 25-35 years were 25 percent. Considering these issues, efforts to regenerate farmers are needed. Garut District is an important supplier of vegetable products in West Java, especially chili. According to the Head of Department of Agriculture of Garut District (2018) from May to June 2018 period, the productions of Bird's eye chili pepper in the Districts of Banyuresmi and Sampireng were 2,607 tons and 2,502 tons and chili peppers were 8,319 tons and 9,095 tons, respectively. Based on this situation, the Head of Department of Agriculture of Garut District is optimistic that Garut District can supply 30-40 percent of Jabodetabek's chili needs. Farmer regeneration has been accelerated through strengthening the institutional capacity of agricultural extension. The research aims to analyze the dynamics of district-level extension institutions as an activity node to attract young farmers, analyze the factors that influence the capacity of district-level extension institutions in supporting farmers 'regeneration programs and formulate district-level extension institutions in supporting farmers' regeneration programs. The study was conducted in Sukabumi Regency, West Java Province. A population of 115 people were taken as respondents. Research variables include institutional characteristics of farmers (X1), institutional support (X2), institutional capacity (Y1) and behavior of young farmers (Y2). This research variable was developed into a research instrument in the form of a questionnaire. The research instrument has passed the stages of validity and reliability with valid and reliable results. Data analysis uses descriptive statistical and path analysis. The results obtained by all aspects that characterize the counseling institution are in the medium category. The institutional characteristics of extension, simultaneous support of extension institutions have a direct influence on institutional capacity of extension and also have a direct influence on changes in behavior of young farmers. The strategies that can be formulated to change the behavior of young farmers are to strengthen the characteristics of extension institutions that are integrated with technical institutions, increase institutional management support through the provision of extension infrastructure and develop operational standard procedures, and create programs that provide added value to young farmers.
The research aims to analyze descriptively the role of leadership, the effectiveness of farmer groups, group internal factors, and group external factors, and analyze the relationship between leadership roles, group internal factors, and group external factors with the effectiveness of farmer groups. The study was conducted in Garut Regency, West Java from June to November 2019. The study population was farmers who were members of farmer groups in the study area. The sample of 80 people was selected using a proportional random sampling technique. The research instrument has fulfilled the validity and reliability test. The research variables consist of farmer’s characteristics, external factors, the leadership of chairman, and group effectiveness. Farmer’s characteristics consist of education, land area, business experience, membership period, cosmopolitan behavior and motivation. Data analysis techniques used descriptive statistical analysis and Rank Spearman’s correlation test. The results of the study of the relationship between the leadership of the chairman with the effectiveness of farmer groups can be concluded that the majority of farmers (45.50%) are of medium age and between 35 years and 54 years. The formal education of farmers is mostly (48.75%) of junior high school graduates. The majority of land managed by farmers (40%) is narrow and less than 0.30 hectares. Most group members (53.75%) have business experience between 10 years and 25 years. Most group members (48.75%) have been members for more than 8 years. Cosmopolitan attitudes and motivations of the majority of farmers in the medium category. External factors of group members, leadership roles, and group effectiveness are in the medium category. The development of group effectiveness can be done through strengthening the chairman’s leadership, business experience, cosmopolitan behavior, motivation, and external factors of the group.
