Decreasing number of farmers for the last ten years tended to obviously massively increase. According to Statistics of Indonesia (Badan Pusat Statistik, BPS), there was annual decline of 1.1 percent during the period 2010-2017. In term of farmer age, it is worrying that most farmers are currently ageing. Result of Agricultural Census (Sensus Pertanian) in 2013 showed that 61.8 percent of farmers were older than 45 years, and it was only 12.2 percent of farmers aged below 35 years. This situation is inline with the result of study of People Coalition for Food Sovereignty or (Koalisi Rakyat Kedaulatan Pangan (KRKP, 2016) which showed that 54 percent of horticultural farmers' children did not want to be a farmer, while higher percentage of 63 percent was obtained from the children of rice field farmers. Hence, this reason is quite enough to prove that our country of farmers in particular and crisis of human resources in general. To prevent the declining number of people working in agricultural sector, such anticipatory effort is required and possibly conducted through program of capacity building and assistance to increase rural community involvement in agricultural program which further will grow their interest and improve empowerment of farmer. Empowerment is an effort to improve the skill of community, either individual or group through activity/program that is designed according to their needs. Rural youth empowerment is applied to increase interest and skill of young people to be familiar with agricultural sector. In this context of empowerment, the commodity selected is strategic commodity that also becomes the major commodity in the region. Red chili is one of strategic commodities widely grown in Sindangkasih Subdistrict, Ciamis Regency. Therefore, rural youth empowerment through red chili farming is necessary to perform in order to increase youth awareness and interest in agriculture. Based on the explanation above, the focus of problem in rural area is the low level of youth empowerment in red chili farming, thus effort in the form of empowerment is required. Subsequently, problem formulation in this study included: (1) To what extent is the level of rural youth empowerment through chili farming in Sindangkasih Subdistrict?, (2) What factors affecting rural youth empowerment through chili farming in Sindangkasih Subdistrict?, and (3) What
Farmer regeneration has been accelerated through strengthening the institutional capacity of agricultural extension. The research aims to analyze the dynamics of district-level extension institutions as an activity node to attract young farmers, analyze the factors that influence the capacity of district-level extension institutions in supporting farmers 'regeneration programs and formulate district-level extension institutions in supporting farmers' regeneration programs. The study was conducted in Sukabumi Regency, West Java Province. A population of 115 people were taken as respondents. Research variables include institutional characteristics of farmers (X1), institutional support (X2), institutional capacity (Y1) and behavior of young farmers (Y2). This research variable was developed into a research instrument in the form of a questionnaire. The research instrument has passed the stages of validity and reliability with valid and reliable results. Data analysis uses descriptive statistical and path analysis. The results obtained by all aspects that characterize the counseling institution are in the medium category. The institutional characteristics of extension, simultaneous support of extension institutions have a direct influence on institutional capacity of extension and also have a direct influence on changes in behavior of young farmers. The strategies that can be formulated to change the behavior of young farmers are to strengthen the characteristics of extension institutions that are integrated with technical institutions, increase institutional management support through the provision of extension infrastructure and develop operational standard procedures, and create programs that provide added value to young farmers.
1. Introduction Agriculture remained a reliable sector in rural communities, because of its role as a source of employment for livelihoods and its capacity to reduce unemployment, especially for rural youth. However, this did not attract the interest of rural youth to engage in agriculture. According to the results of the study, there are several causes for the lack of youths' motivation and participation in agricultural development. Effendy, L (2017) reported that lack of youth's participation caused lack of youth's interest in agriculture. This situation was strengthened by the results of the KRKP study (2016), which explained that 54 percent of horticultural farmers' children and 63 percent children of rice farmers were not interested in agriculture. Some of the reasons are; lack of land access and assets, low income, lack of agricultural knowledge or education, and inadequate infrastructure (Ningsih and Sjaf 2019). This condition was also thought to be the cause of the low participation of rural youth in agricultural activities. The participation of youths with age ranged 18-24 years was 31 percent, while those youth in 25-35 years were 25 percent. Considering these issues, efforts to regenerate farmers are needed. Garut District is an important supplier of vegetable products in West Java, especially chili. According to the Head of Department of Agriculture of Garut District (2018) from May to June 2018 period, the productions of Bird's eye chili pepper in the Districts of Banyuresmi and Sampireng were 2,607 tons and 2,502 tons and chili peppers were 8,319 tons and 9,095 tons, respectively. Based on this situation, the Head of Department of Agriculture of Garut District is optimistic that Garut District can supply 30-40 percent of Jabodetabek's chili needs. Three of the five main commodities of annual vegetables (tomatoes, cabbage, potatoes, chilies and Chinese cabbage) are produced in almost every district / city in West Java except potatoes and cabbage which are only produced in certain regions (BPS, 2018). In Ciamis Regency the agricultural sector is still the driving wheel of the economy, so its influence on the rate of economic growth is very significant. This condition also illustrates that the government of Ciamis Regency is still "concerned" about developing the potential of the agricultural sector (BPS Ciamis, 2019). Cipaku District has a land area of 6.569 hectares consisting of dry land and paddy fields. Dry land has the potential to be developed as a vegetable production center of 42% which is divided into plots and gardens / fields (Programa Cipaku District, 2019). However, the interest of the younger generation / youth to cultivate the land is very small, this is due to perceptions about farming activities and the very bleak fate of farmers.           In addition, the population working in the agricultural sector is very limited both the main actors and business actors. Especially for the horticulture sector, the role of the main actors was 1,098 (11.7%) and business actors were only 164 people (1.7%). This condition has an impact on the sustainability of farming in the District of Cipaku, because it actually depends on the interests of the young people to continue the profession of their parents. The purpose of this study is to describe the interests of farmer farmers, analyze related factors and strategies to increase the interests of young farmers. The analysis used in this study Rank Spearmen and Kendall's W. The analysis shows that the interest of young farmers in seasonal vegetable farming is high, and related factors are the source of information, extension activities and government support. That way the interest of young farmers can be increased by carrying out extension activities as needed to support the sustainability of farming
Agricultural development currently needs self reliance of farmers in adopting technologies including VUB technology. The problem that occurs in the adoption VUB of red chili at the farm level is that farmers are easily tempted by promotion agents - selling seeds of superior seeds and do not understand the origin and quality of seeds adopted. This study aims to describe the level of self reliance of farmers, analyze the factors related with the self reliance of farmers, as well as formulate appropriate strategies to support increased farmer self reliance in supporting adopting VUB of red chili. This study was conducted in Situ Udik Village, Cibungbulang District, Bogor Regency, West Java from April to July 2020. A sample of 45 farmer group members was determined using purposive sampling based on the consideration and activeness of farmer group members in the red vine mining activities. Data were processed using descriptive statistical techniques and Spearman Ranking ranking and Kendall’s W analysis. The results of the study showed that the self reliance of farmers in adopting the red chili VUB was relatively high. Factors that had a significant relationship with the self reliance of farmers in adopting the red chili VUB were formal education, non-formal education, and all capacity factors of farmer. Then, solving strategic problems is carried out by conducting extension activities and making demonstration plots as a means of supporting extension activities.
