This article focuses on mapping the problems that arise in the implementation of umrah worship in the city of Surakarta either on the side of the Ministry of Religious Affairs as regulators, Umrah pilgrim travel agencies as the Umrah Pilgrimage Pilgrim (PPIHU) and Umrah pilgrims as consumers. Using the descriptive qualitative method it is found that the problems that arise in each involved party are interrelated with one another. The most fundamental problem and trigger the emergence of other problems is the unclear regulation of the management of Umrah worship at the Ministry of Religious Affairs at District or city level.ABSTRAKArtikel ini fokus pada pemetaan masalah-masalah yang muncul dalam penyelenggaraan ibadah umrah di kota Surakarta baik pada sisi Kementerian Agama selaku regulator, biro perjalanan haji umrah sebagai Penyelenggara Perjalanan Ibadah Haji Umrah (PPIHU) dan jamaah umrah sebagai konsumen. Dengan menggunakan metode kualitatif deskriptif ditemukan bahwa masalah yang muncul pada setiap pihak yang terlibat saling terkait antara satu dengan yang lain. Masalah yang paling mendasar dan memicu munculnya masalah yang lain adalah belum jelasnya regulasi pengelolaan ibadah umrah pada Kementerian Agama di tingkat Kabupaten / Kota.
Educational quality assurance is an important part of the education system, its function is to ensure that the education process goes according to plan and is able to achieve the goals effectively and efficiently. The implementation of Digital Assurance in the English Literature Department of Surakarta IAIN is one of the innovative steps in the quality assurance process at Surakarta IAIN. This paper will describe the transformation process that occurs in the implementation of Digital Assurance. Data obtained from interviews and documentation studies. The analysis carried out concluded that the transformation process of quality assurance based on Digital Assurance in the Department of English Literature used a Top-Down pattern. Transformation is supported by leadership factors and strong commitment, adequate human resource support and a conducive organizational ecosystem.
The implementation of the immigration function is very important in maintaining the sovereignty of the Indonesian state. Supervision of foreigners in Indonesia is carried out by the Immigration Office based on Law Number 6 of 2011 concerning Immigration. One of the main activities of immigration is immigration control as contained in Articles 38, 39, 40, and 41 of the Immigration Law. Immigration control is carried out on Indonesian citizens and foreigners, in terms of: granting permits for Indonesian citizens and foreigners; entering and leaving the territory of Indonesia, both Indonesian citizens and foreigners; the presence of foreigners and the activities of foreigners. Problems that arise and are related to the political, economic, social and cultural aspects of society will greatly affect the stability of State security. The immigration function which regulates and supervises the presence of foreigners in Indonesia has a significant role. Obstacles in the supervision of foreigners in Indonesia include: institutional factors, namely the organization of the surveillance activities is not yet independent, immigration control is integrated with immigration investigations and immigration actions. There are also factors in the lack of regulations for administrative and operational supervision, human resources who are not able to apply an efficient and effective approach in each implementation of their main duties and functions, and the lack of facilities and infrastructure.
