The pandemic period limits every activity, including library services, causing the communication distance between users and librarians to widen. Users often forgetting to return books, so the fines accumulated, and often forget and lose borrowed books. The communication distance between librarians and library users can be narrowed through an automatic reminder system to remind users of important information regarding fines, services, and others. This study aimed to know the Telegram notification system for improving library services. Universitas Negeri Semarang also supports the use of Telegram as a notification system. This study applied the Research and Development (RnD) method in The Senayan Library Management System (SLiMS) development, supported by an integration method using Middleware Integration. The use of the paired t-test in this study showed that this reminder mechanism successfully informed library members of the time limit for borrowing books and late fees. A significant relationship exists between before and after the installation of Telegram as a useful reminder system to avoid the accumulation of fines by customers. This reminder system was also beneficial to avoid users accumulating fines, it can be seen that the number of users who are late in returning books is decreasing as the notification system is implemented. Good communication between librarians and customers through an information system intermediary improves user service.
Undang-Undang Dasar Negara Republik Indonesia 1945 Pasal 28 H ayat (1) menyatakan bahwa setiap orang berhak hidup sejahtera lahir dan batin, bertempat tinggal, dan mendapatkan lingkungan hidup yang baik dan sehat serta berhak memperoleh pelayanan kesehatan”. Pasca berlakunya UU Cipta Kerja pada 5 Oktober 2020 memberikan dampak perubahan pada beberapa ketentuan yang diatur dalam UU-PPLH termasuk bagian yang dihapus adalah Pasal 26 ayat (4) UU-PPLH yang berbunyi “Masyarakat sebagaimana dimaksud pada ayat (1) dapat mengajukan keberatan terhadap dokumen AMDAL” juga tidak diikuti penjelasan sehingga dapat menimbulkan kerancuan dalam hal yang seperti apa masyarakat menolak dokumen tersebut, dengan dihapusnya ketentuan pasal 26 ayat (4) UU-PPLH berakibat kepada Masyarakat tidak lagi memiliki hak untuk mengajukan keberatan terhadap dokumen analisis mengenai dampak lingkungan hidup alias amdal pada suatu proyek karena hak mereka sudah dihapus didalam UU Cipta Kerja. Adapun rumusan masalah pertama dalam penelitian ini adalah Bagaimana akibat hukum dihapusnya ketentuan Pasal 26 Ayat (4) Undang-Undang No. 32 Tahun 2009 Tentang Pwerlindungan dan Pengelolaan Lingkungan Hidup terhadap peran serta masyarakat dalam pengawasan lingkungan hidup yang baik dan sehat. Selanjutnya rumusan masalah yang ke dua adalah Bagaimana ketentuan dalam Pasal 26 ayat (4) Undang-Undang No. 32 Tahun 2009 Tentang Perlindungan dan Pengelolaan Lingkungan Hidup ditinjau dari perspektif Hak Asasi Manusia dalam Pasal 28 Huruf H Ayat (1) Undang-Undang Dasar Negara Republik Indonesia. Penelitian ini menggunakan jenis penelitian Yuridis-Normatif dikarenakan permasalahan akan dianalisis dengan cara mengkaji peraturan perundang-undangan yang berkaitan dengan dihapusnya ketentuan Pasal 26 ayat (4) Undang-Undang Nomer 32 Tahun 2009 Tentang Pelindungan dan Pengelolaan Lingkungan Hidup dalam Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja.
Mengingat masih banyaknya masyarakat kurang mampu yang belum mendapatkanpersamaan perlakuan di mata hukum, maka kegiatan Pengabdian kepada Masyarakatsangat bermanfaat untuk masyarakat Kalimantan Selatan, khususnya bagi masyarakattidak mampu yang sedang mengalami permasalahan hukum. Lembaga Konsultasi danBantuan Hukum (LKBH) yang berada di pengelolaannya berada di bawah FakultasHukum UNISKA telah berdiri sejak tahun 2008. Akan tetapi hingga saat ini belummampu secara optimal menghasilkan regenerasi yang secara khusus menanganipermasalahan hukum lewat jalur mediasi. Mahasiswa Fakultas Hukum Uniskamerupakan tenaga potensial yang dapat dilatih untuk menjadi mediator dalampenanganan masalah hukum lewat jalur non litigasi. Solusi yang ditawarkan darikegiatan Pengabdian Kepada Masyarakat ini dengan cara melakukan sosialisasi secaraoptimal dan melakukan pelatihan untuk menghasilkan sumber daya yang memilikikemakhiran dalam melakukan mediasi. Target luaran dalam bentuk publikasi padaJurnal Al Ikhlas dan rekayasa sosial peningkatan sumber daya manusia yang handalbagi LKBH dalam melakukan pendampingan ataupun advokasi penyelesaian sengketabagi masyarakat kurang mampu.
Children who are in conflict with the law are seen to need to be given physical and spiritual protection. Bearing in mind, the Court's decision is more likely to impose imprisonment sanctions. The United Nations in several Congresses has criticized imprisonment sanctions, besides having the potential to cause stigmatization in children, it is also ineffective and does not create a deterrent effect. This study aims to examine and to analyze the implementation of Child Criminal sanctions in the perspective of Law Number 11-year 2012 concerning the Child Criminal Justice System, to analyze the factors that influence child criminal sanctions that are not yet fair. The research question is how the reconstruction of child-based criminal sanctions based on justice is. This research is included in non-doctrinal research (empirical). It used three theories, namely the theory of criminal purpose to analyze the first problem, the dignified justice theory to analyze the second problem and progressive legal theory to analyze the third problem. The results found that the implementation of sanctions Crime against a child in conflict with a law imposed by a prison sentence, the Judge in his consideration emphasizes juridical considerations so that the criminal sanctions imposed on the child are not in accordance with teleological theory as the purpose of punishment. Criminal sanctions against children have not brought justice, among others, because several articles in Law Number 11-year 2012 concerning the Child Criminal Justice System still have weaknesses. Reconstruction of Articles that hinder the realization of fair criminal sanctions, namely Article 7 paragraph (2) Article 32 paragraph (2), Article 71 paragraph (1) letter e, Article 79 paragraph (1) and Article 81 paragraph (1) of the Law Number 11 the year 2012 concerning the Child Criminal Justice System.
