The article deals with the economic and legal aspects of the innovative activity of enterprises in the context of the digital economy. The authors have established that the innovative activity of enterprises includes also the development of artificial intelligence and robotics and that in the current conditions when creating and using artificial intelligence technologies, the issue of ensuring national security in the digital environment becomes extremely important. In this case, the strategic goal of ensuring information security is to protect the vital interests of the individual and society against internal and external threats associated with the application of information technologies for various purposes contrary to civil law. It is proved that innovations will increase the investment attractiveness of the business, maintain a balance of creative freedom and internal control measures, self-regulation in the field of digital technologies, and develop a unified legal framework in the economic space.
The article considers the constitutional foundations of public administration in the context of globalization. The current legislation in the field of public service does not meet the quality requirements of the law since it does not establish the basic principles, the sequence of stages, and their essence regarding the competition, promotion, and certification of public servants. Therefore, this issue has been regulated at the level of by-laws, which contradicts the constitutional order. This concerns both the scope and content of human rights and freedoms, as well as the criteria for their restrictions provided by the Constitution and laws. In practice, the appointment of officials to bodies and institutions will mean reaching a consensus since it considers the representation of political forces. Members of such independent bodies and institutions should be appointed for a certain period and have a limited right to hold office. They cannot be dismissed at the discretion of public authorities but only through a judicial procedure. This will guarantee the independence of these bodies in the context of globalization transformations.
The article is devoted to the development of forms of the hotel business in modern conditions. The authors have established that the modern typology of accommodation facilities is determined by the development of recreational infrastructure and its provision with statutory and operation-al acts, as well as the identification of functional and technological structures. It has been proven that Russian hotel services classification system considers the main criteria for the assessment of service quality and cur-rent state of the material and technical base of all types of hotels and their specialization. The authors have determined that modern competitive advantages of the hotel business development can include the global information system, deeper specialization of hotel complexes, development of small hotel chains, introduction of computer technologies, establishment of international hotel chains, and adaptation and balanced approach to consumer needs. It has been identified that the main option of running a hotel can be the independent management of a hotel, the independent management with the participation of a hotel association, the independent management under a franchise agreement, the leasing of the operator’s property, and the signing of a management agreement with an independent hotel operator.
The article deals with the legal support of consumer rights protection in the tourism sector. It is established that the protection of tourism services consumers is becoming increasingly important for society. Consequently, this factor results in strong need for regulations in the tourism sector, aimed at protecting the consumer rights that directly affect their quality of life, play the role of a regulator in the tourism sector, determining the satisfaction of the real needs of tourists in the context of constantly increasing service standards. It is proved that the legislative and institutional system of protection of tourism services consumers is a complex mechanism for promoting and consolidating loyal competition in the market, which is a decisive factor for reducing corruption, having a positive effect on the protection of the legitimate rights and interests of tourism services consumers.
