The paper refers with the development of approaches to strategic management and development of the tourism and hospitality industry in the regions. The authors justified the creation of a strategy selection model that would take into account the possible strategic positions in organization of the tourism and hospitality industry, as well as unexpected strategic changes in the external business environment that might occur on its path. The model is based on the system of strategy selection and classification of unexpected strategic changes in the external business environment. It is proved that the application of the strategic management concept in tourism and hospitality industry is possible only taking into account the specifics of the organization’s activities, interests of service consumers, existing competitive conditions, and the sustainable development principles. It is revealed that there is a need in a holistic management system that would meet current and future requirements of the dynamic development of the tourism and hospitality industry, and can be implemented at different levels including regional level.
The purpose of the research is to study possible causal links between the introduction of high-level formative assessment and the motivation of students to learn a foreign language. The influence of the formative assessment of low and high levels on the motivation of students to study a foreign language is experimentally traced; effective ways of using formative assessment to increase the level of educational achievements of students are proposed. The materials and conclusions of the study can be used in the practice of teaching a foreign language at university.
The article is devoted to the development of forms of the hotel business in modern conditions. The authors have established that the modern typology of accommodation facilities is determined by the development of recreational infrastructure and its provision with statutory and operation-al acts, as well as the identification of functional and technological structures. It has been proven that Russian hotel services classification system considers the main criteria for the assessment of service quality and cur-rent state of the material and technical base of all types of hotels and their specialization. The authors have determined that modern competitive advantages of the hotel business development can include the global information system, deeper specialization of hotel complexes, development of small hotel chains, introduction of computer technologies, establishment of international hotel chains, and adaptation and balanced approach to consumer needs. It has been identified that the main option of running a hotel can be the independent management of a hotel, the independent management with the participation of a hotel association, the independent management under a franchise agreement, the leasing of the operator’s property, and the signing of a management agreement with an independent hotel operator.
The article is devoted to the elaboration of the conceptual basis of the tourism and hospitality industry’s development. It has been established that the extension of the tourism and hospitality industry into other service sectors has become one of the consequences of diversification of the tourism and hotel service market. It has been proved that various specialized businesses manufacturing diverse components and types of tourism and hotel products have appeared. It has been determined that information technologies result in the formation of a unified information space where every enterprise and every consumer finds a niche of their own and forms their network of ties. It has been found that the tourism and hospitality industry’s transition into a new technological space becomes one of the most important signs of the formation of the innovative paradigm of its development that is based on principles of ecologization, socialization and humanization that will eventually improve its efficiency.
In present-day reality, inter-budget relations cannot be considered perfect, for issues related to the discontinuation (curtailment) of inter-budget transfers have not been given due attention in federal legislation. Powers to regulate and apply these measures are vested in finance bodies. Articles 130 and 136 of the Budget Code of the Russian Federation establish terms and conditions for the obtaining of inter-budget transfers by RF constituents and municipal formations, failure to comply with which can result in that both the Ministry of Finance of the Russian Federation and the finance bodies of its constituents may, in a manner prescribed by them, order that granting inter-budget transfers be discontinued (curtailed). Such classic aspects of the issue as the procedure for bringing one to justice and ways to protect the rights of public entities are yet to be brought to a legislative resolution; the array of issues is quite broad and capacious. With this in mind, in this article the author looks into issues in regulating inter-budget relations-more specifically, in the area of discontinuation (curtailment) of granting inter-budget transfers (with the exception of subventions) to local budgets by RF constituents' finance bodies. This aspect is of special significance, considering the social significance of this type of budgetary relations.
