The relevance of the research lies in the fact that this article is one of the first in the last decade that is devoted to the study of metadata of the All-Russian Population Census of 2020. Its purpose is to study the attitude of students to the organization of the census, the structure and content of the questionnaire, forms of participation. The scientific novelty of the work is that it is the first study of the attitude of students enrolled in two universities of the Chuvash Republic to the organization of the 2020 census. The survey of 300 young people showed no complaints about the census organization. Various points of view were expressed about the importance of the information obtained during the population censuses. The most popular among young people was participation in the event through an entry on the portal “Public Services”. The survey materials showed that for students of Chuvash nationality, data on nationality are more important than for students of Russian nationality. The Chuvash turned out to be more active participants in the census. Students reacted favorably or neutrally to the opportunity to indicate their belonging to more than one nationality and one native language during the census. At this, about a third stated that their native languages are Chuvash and Russian, which is unusual for an official survey conducted by the state. The study results are of great practical importance and will be taken into account in the future when organizing upcoming activities on the population census.
Fundamental inefficiency of existing foam fire systems extinguishing tanks with oil and petroleum products having a volume of 5000 m3 or more is shown by methods of mathematical modeling. The required foam supply intensity and foam supply rate allowing effective fire suppression in large tanks with a volume of up to 20000 m3 are theoretically predicted. On this basis of theoretical conclusions, a new method of foam fire extinguishing in large fuel tanks has been developed. To obtain the required intensities and supply rates, fire extinguishing foam is formed in a special container with the use of solid-fuel gas generators. The theoretical predictions were confirmed in 21 full-scale successful experiments, in which fire suppresion system based on the new method was able to extinguish a fully developed gasoline fire in tanks with a volume of 5000 m3 and 20 000 m3 just for 30-90 seconds. The required amount of the foaming agent to extinguish a fire in a 20 000 m3 tank is only 450 liters, which is at least 100 times less than for traditional foam fire fighting Contribution of the authors: the authors contributed equally to this article. В процессе реализации государственной политики в сфере образования в среднесрочный период необходимо использовать перспективные решения по совершенствованию правовых основ и механизмов применения различных экономических и финансовых инструментов, позволяющих ставить и решать приоритетные задачи по модернизации системы образования на всех ее уровнях. Цели. Определение приоритетов государственного программирования развития сферы образования как важнейшего направления социально-экономической политики государства. Методология. Проведен анализ действующих нормативных правовых актов федерального уровня, обеспечивающих регулирование отношений по стратегическому отраслевому планированию в отрасли образования, а также по обеспечению реализации государственной политики в области развития образования. Были использованы методы формальноюридического, сравнительно-правового, ретроспективного анализа, правового толкования, методы работы с правовыми базами данных и научными трудами. Результаты. Выявлены и описаны проблемные зоны в области правового регулирования отношений по управлению реализацией инструментов среднесрочного стратегического планирования отрасли образования на федеральном уровне. Выводы. Действующий на федеральном уровне программный документ стратегического планирования в отрасли образования содержит большое количество пробелов и противоречий, требует всесторонней доработки и корректировки для эффективного обеспечения поступательного и динамичного преобразования такой важной отрасли социально-экономического развития России, как образование. Область применения. Полученные результаты и выводы могут быть использованы в деятельности федеральных органов государственной власти при планировании мероприятий по развитию законодательства в отрасли образования, а также при сопровождении государственных программ и мероприятий в сфере развития образования.
