The article deals with the improvement of economic and legal regulation in the tourist sector. To solve the regulation issues of the tourism sector, it is proposed to use a multidisciplinary approach, whose essence is trying to integrate a variety of scientific areas and concentrate them in the tourism sector. It is proved that the application of this approach in the analysis of economic and legal regulation of tourism activities will allow considering more fully and systematically the regulation of relations in the tourism sector, identifying their patterns, and suggesting ways to develop the tourism industry in the current context. It is revealed that the main expected results of the tourism policy are growing the tourist flow and increasing the development level of the tourism industry. At that, the target indicators of the tourism policy are the number of accommodation facilities and the number of people working in tourist companies.
The article substantiates key components of competitiveness management of educational services in higher education. The research outcomes have allowed identifying the main competitive advantages of educational services, which include the availability of additional educational services, the ability to participate in students' exchange programs in home country and abroad, practical significance, assistance with employment, and reliable material and technical base. In the context of an integrated approach, the article proposes the organizational and economic mechanism for competitiveness management of educational services, which includes institutional support, economic security, social security, as well as technical and regulatory support. In order to solve the problem of inefficient use of financial resources, it is proposed to establish committees at the state level, the members of which will be representatives of the public sector, international community, and other experts in this field.
The study is devoted to improving the mechanism for the implementation of state youth policy. Youth is the driving force behind the development of society, which requires the participation of all elements of the social system in its formation and direction of the development process along the path of progress. Assessing the experience of management processes in the Russian Federation, it can be argued that state regulation and the solution of youth problems, and especially with regard to graduates of vocational schools and higher educational institutions, is generally imperfect. Therefore, the development of an effective youth policy should be based on the principle most acceptable for today’s youth – partnership in a comprehensive solution to pressing problems of both young people and society as a whole, as well as on equal interaction of the state with all interested social partners and public structures.
The article is dedicated to the substantiation of approaches to the improvement of the quality of the educational process in the multi-level higher education system. It has been established that the time has come for the state-public management of the quality of higher education. It has been proved that to keep the high quality of higher education, public authorities need to draw for the accreditation of educational programs independent assessment institutions and to assure the quality of higher education, as well as to ensure the cooperation of national and international higher education institutions. It has been determined that when performing an external assessment of higher education and public professional accreditation independent bodies’ approaches and principles should be much wider than those used for state accreditation
