Abstract:The meaningful participation of stakeholders in decision-making is now widely recognized as a crucial element of effective water resource management, particularly with regards to adapting to climate and environmental change. Social learning is increasingly being cited as an important component of engagement if meaningful participation is to be achieved. The exact definition of social learning is still a matter under debate, but is taken to be a process in which individuals experience a change in understanding that is brought about by social interaction. Social learning has been identified as particularly important in transboundary contexts, where it is necessary to reframe problems from a local to a basin-wide perspective. In this study, social learning is explored in the context of transboundary water resource management in the St. Lawrence River Basin. The overarching goal of this paper is to explore the potential role of serious games to improve social learning in the St. Lawrence River. To achieve this end, a two-pronged approach is followed: (1) Assessing whether social learning is currently occurring and identifying what the barriers to social learning are through interviews with the region's water resource managers; (2) Undertaking a literature review to understand the mechanisms through which serious games enhance social learning to understand which barriers serious games can break down. Interview questions were designed to explore the relevance of social learning in the St. Lawrence River basin context, and to identify the practices currently employed that impact on social learning. While examples of social learning that is occurring have been identified, preliminary results suggest that these examples are exceptions rather than the rule, and that on the whole, social learning is not occurring to its full potential. The literature review of serious games offers an assessment of such collaborative mechanisms in terms of design principles, modes of play, and their potential impact on social learning for transboundary watershed management. Serious game simulations provide new opportunities for multidirectional collaborative processes by bringing diverse stakeholders to the table, providing more equal access to a virtual negotiation or learning space to develop and share knowledge, integrating different knowledge domains, and providing opportunities to test and analyze the outcomes of novel management solutions. This paper concludes with a discussion of how serious games can address specific barriers and weaknesses to social learning in the transboundary watershed context of the St. Lawrence River Basin.
Abstract:The sustainable governance of water resources relies on processes of multi-stakeholder collaborations and interactions that facilitate the sharing and integration of diverse sources and types of knowledge. In this context, it is essential to fully recognize the importance of fostering and enhancing critical connections within and between networks of relationships between different government and non-government agencies, as well as the dynamics that are in support of the development of new knowledge and practices. In Quebec, a network of watershed organizations (WOs) has been put in place to serve as bridging organizations (BOs) for stakeholder groups in their watershed territories. Using the WOs as a case study, this research aims to contribute to a greater understanding of how stakeholder groups can be effectively connected to support knowledge co-creation through networked relationships facilitated by BOs. In line with this overall research aim, the following research objectives are proposed: (1) to assess the quality of the knowledge that is developed and shared through the WOs and their stakeholder networks; (2) to determine the characteristics of stakeholders participating in the WOs' networks that either hinder or support collaborations and knowledge co-creation; (3) to describe the collaborative processes and mechanisms through which the WOs facilitate stakeholder interactions and knowledge co-creation; and (4) to assess the quality of the relationships and interactions between stakeholders participating in the WOs' collaborative networks. A comprehensive literature review is provided of collaborative network dimensions that are in support of knowledge co-creation that forms the foundation of a research framework to assess knowledge co-creation processes that are facilitated through BOs and their collaborative networks. Documented experiences have been gathered through face-to-face semi-structured interviews, as well as a Quebec-wide survey distributed to all WOs and their staff. A total of 41 interviews were conducted, of which nine interviews were with staff members of six selected WOs. Stakeholder perspectives were captured through 33 interviews with diverse stakeholders from three of the six selected WOs. Additionally, interviews were also conducted with five decision makers at the Quebec provincial government level. The findings of this study point to some key challenges and constraints for the effective facilitation of collaboration and knowledge co-creation through the Quebec WOs and their stakeholder networks. Through diverse collaborative mechanisms, most WOs have, to an extent, succeeded in creating opportunities for learning through a renewed sense making of different practices (and related identities) through the development of their watershed master plans, as well as through the facilitation of new communicative connections and translation efforts between diverse stakeholder groups. Abstract:The International Joint Commission (IJC) has been involved in a 14-year effort to formulate a new water regulation plan for the Lake Ontario St. Lawrence River ("LOSLR") area that balances the interests of a diverse group of stakeholders including shipping and navigation, hydropower, environment, recreational boating, municipal and domestic water supply, First Nations, and shoreline property owners. It has embraced the principles of collaborative and participatory management and, applying a Shared Visioning Planning (SVP) approach, has worked closely with stakeholders throughout all stages of this process; however, conflicts between competing stakeholders have delayed and complicated this effort. The overarching aim of this paper is to consider the extent to which the SVP approach employed by the IJC was effective in managing conflict in the LOSLR context. Audio recordings and transcriptions of public and technical hearings held by the IJC in 2013 have been systematically analysed using stakeholder mapping and content analysis methods, to gain insight into the stakeholder universe interacting with the IJC on Plan 2014. The principal conclusions of this paper are that (a) the Shared Vision Planning approach employed by the IJC had some significant successes in terms of conflict management-particularly notable is the success that has been achieved with regards to integration of First Nation concerns; (b) there is a distinct group of shoreline property owners, based in New York State, who remain opposed to Plan 2014-the IJC's public outreach and participation efforts have not been successful in reconciling their position with that of other stakeholders due to the fact that this stakeholder group perceive that they can only lose out from any regulation change and are therefore unlikely to be motivated to engage productively in any planning dialogue; and (c) a solution would require that the problem be reframed so that this stakeholder can see that they do in fact have something to gain from a successful resolution, which may necessitate bringing the prospect of compensation to the table.
Community participation in construction during rural infrastructure projects in developing countries is encouraged by many non-governmental organizations. The health and safety aspects of this type of development model have not previously been adequately researched, however. The aim is to identify the sociocultural factors that motivate community members to participate in construction activities which they perceive as hazardous during a case study of a water and sanitation project in rural Ghana. This is a step towards understanding how health and safety can be more effectively managed during community development projects. A qualitative approach has been taken, using interview, observation and reflection. It was found that the communal culture of the local context resulted in community members feeling pressurized to participate in hazardous construction activities. Local customary laws further compelled individuals as they were concerned they could be fined or arrested should they not fulfil their communal obligations. Further work is required to determine the boundaries within which findings apply but it is likely that there are implications for others managing community construction projects both in Ghana and further afield.
