Innovation design and implementation becomes one of the essential conditions for the modernization of public governance, but innovation process in public sector is a quite risky and the success is not always guaranteed, so it is important to identify and to prevent innovation barriers. Public sector organizations' abilities to identify the innovation barriers and to develop their management instruments, determine the quality and efficiency of innovation processes. The most frequently mentioned barriers to public sector innovations are a lack of founding and human resources, regulatory requirements, a lack of management support and incentives for staff, an uncertain acceptance by users, a risk-averse culture and a staff resistance. The article focuses on the classification of public sector innovation problems and barriers. The authors, using meta-analysis method, attempt to model interferences of internal and external barriers to innovation. By a content analysis of secondary data, authors try to find differences, similarities and to compare innovation barriers in Lithuania and other countries of the European Union.
Anotacija. Viena iš socialinių sistemų transformacijos rūšių yra viešojo valdymo sistemų kaita. Valstybės tarnybos pokyčius suponuojantys iššūkiai yra globalaus pobūdžio reiškiniai, reikalaujantys viešojo valdymo modernizavimo, valstybės tarnybos reformų, naujų inovacinių valdymo formų kūrimo ir įgyvendinimo. Šiandien, valstybės tarnybos, kaip viešojo valdymo posistemės, funkcionalumą lemia veiklos modernizavimo procesų kokybiniai parametrai, interesų grupių integralumo lygmuo, inovatyvios ideologijos plėtra ir inovacijoms palankių sąlygų formavimas, t. y. platus spektras objektyvių sąlygų ir subjektyvių faktorių, jų komponentų rinkinys. Iššūkiai valstybės tarnybai tiesiogiai siejami su integruoto valdymo konstrukcijomis, kompleksinio valdymo dimensijomis. Tai aktualizuoja valstybės tarnybos organizacinės funkcinės pertvarkos, veiklos reformavimo būtinumą, modernizavimo krypčių ir tendencijų strateginių prioritetų išskyrimą tiek globalioje, tiek lokalioje (Lietuvos) aplinkoje. Straipsnyje dėmesys sutelkiamas į universalius valstybės tarnybos kaitos procesus bei atskirų Lietuvos valstybės tarnybos pertvarkos fragmentų identifikavimą ir eksplanavimą.
The article analyses the relationship between decision making and structural changes of New Public Governance. The authors emphasize that in the process of evolution of public governance, the effectiveness of preparation and implementation of decisions is a very complex, multi-dimensional issue. Its success is based on the entirety of elements and factors of both internal and external environments. Specific attention is given to application of meta-analysis, theoretical simulation, analog and other methods in analysis of decision-making external environment. It is proved that qualitative parameters of contemporary decisions in public sector are directly dependent on the pace of Public Governance evolution in establishment of new, more effective, innovative and democratic principles and methods of public sector governance.http://dx.doi.org/10.5755/j01.ppaa.10.1.225
The analysis of public governance modernization and reform shows that public governance reform for each region and country has universality and specific features. Reform trajectories can be divided, described and explained as the trajectories of development methodology, mechanisms and instruments of ongoing reforms. The author, based on the opportunities of meta-analysis, classification and theoretic modeling methods, in the article seeks to indicate the essence of the main factors, trajectories and problems in the process of construction and implementation of public governance reform and modernization in the first decade of the 21st century. The aim of the article is to discuss and to show methodological aspects of the content of public governance reform and the impact of global change in a period of public governance evolution from the paradigm of the New Public Management to the New Public Governance. The author pays particular attention to the necessity to analyze and to explain the positions of theoretical constructs and to analyze the complexity of public governance reforms, as the modernization of bureaucratic form of governance, problems of centralization and decentralization, the creation of new innovative forms of inter-sector partnership, cross-sector interaction and the development of networking, hybrid organization as the modern form of creation of public value. Finally, the identification of content and complexity of public governance reform can help to define the main tendencies and trajectories, seeking to improve the quality of reform processes.
