Capture fish stocks are facing an increasing threat of extinction, partly due to the use of illegal fishing methods. In developing coastal countries – where fishing activities are the mainstay of the population along the coast – livelihoods are being directly threatened. Although a number of studies exist on fishing regulations and those who violate them, little has been done on the relationship between intrinsic catch potentials/fishing skills and illegal fishing behavior. Using data on violations of light attraction regulation among small-scale fishers in Ghana, our results show that the risk of punishment, the amount of fishing experience, the skipper's age, and religious norms all influence the decision to violate fishing regulations. Most importantly, we found that violators and non-violators have different fishing skills. Consequently, policies targeting illegal fishing must focus on equalizing efficiency and/or fishing skills among the fishermen as well as on traditional variables that influence violation decisions.

Abstract:To attract greater levels of foreign direct investment into their gold mining sectors, many mineral-rich countries in sub-Saharan Africa have been willing to overlook serious instances of mining company non-compliance with environmental standards. These lapses in regulatory oversight and enforcement have led to high levels of pollution in many mining communities. The likelihood is high that the risk of pollution-related sicknesses, such as skin infections, upper and lower respiratory disorders, and cardiovascular diseases, will necessitate increasingly high healthcare expenditures in affected communities. In this study, we propose and estimate a hedonic-type model that relates healthcare expenditure to the degree of residents' exposure to mining pollution using data obtained on gold mining in Ghana. The empirical results confirm that, after controlling for factors such as current and long-term health status, increased mining pollution leads to higher healthcare expenditure.

Abstract:In most developing coastal countries, the artisanal fisheries sector is managed as a common pool resource. As a result, such fisheries are overcapitalized and overfished. In Ghana, in addition to anthropogenic factors, there is evidence of rising coastal temperature and its variance, which could impact the environmental carrying capacity of the fish stock. This study investigates the effect of climate variation on biophysical parameters and yields. Our results indicate that the rising temperature is decreasing the carrying capacity. As a result, an optimum tax on harvest must reflect climate variability, as well as the congestion externality.
This paper assesses the level of poverty in Ghana after three decades of successive implementation of numerous poverty reduction strategies including Structural Adjustment Program (SAP) by various governments of Ghana. The Keta municipality in the Volta region, where artisanal fishing thrives, was chosen as a representative sample of the whole country. The authors identified eleven artisanal fishing communities in the selected area using systematic sampling. Data were collected on household consumption patterns. This process was used to determine the profile of poverty using the latest upper poverty line of Ghana and the Greer and Thorbecke (1984) poverty formula. Research findings show that the various poverty alleviation methods implemented over three decades by the Government of Ghana, the World Bank, and the International Monetary Fund (IMF) significantly failed as they have not produced any meaningful effect on poverty reduction in the sample area. Finally, this paper offers further suggestions regarding how this poverty gap may be bridged using alternative methods.
