The purpose of the article is to study the peculiarities of managing the development of human capital in the conditions of digitalization. In the course of the study, the method of measuring the human potential index, developed by the UN - the Human Development Index, including taking into account socio-economic inequality, the Gender Inequality Index and the multidimensional poverty index, was applied as basic indicators that reflect the level of development of human capital, which is especially important in the conditions of digitalization of society. The article discusses the concept of human potential, its components, methods of determination. The dynamics of changes in the human development index of Ukraine and its components during 1990-2020 were analyzed. A comparative analysis of the values of the human development index, the human development index taking into account socio-economic inequality, the gender inequality index of Ukraine and other countries was carried out. The importance of the development of human potential in the context of the development of the information society and the digital economy is proven, the specifics of working conditions, requirements for the workforce are given. The factors affecting the development of human potential in the conditions of the digital economy are considered, and ways of solving the identified problems are proposed like creating conditions for development of the population, to ensure a positive balance of reproduction of the population and migration, development of social infrastructure, access of the population to quality medical, educational, and social services, etc.
Аbstract. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc. The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. It is noted that the digitalization process should be systemic in nature at both national and regional levels. The article is devoted to the theoretical and methodological aspects of assessing the level of digitalization of regional economic systems. The main directions, principles and patterns of digitaliza-tion of regional economic systems are outlined. The main areas of digital development of the regions are defined as: implementation of innovative technologies in the management system of urban devel-opment based on the concept of a smart city; increasing the institutional capacity in the regions re-garding the implementation of digital development projects; development of IT infrastructure; creation of digital platforms and industry solutions; open data and others.The existing methods of assessing the level of digitization are analyzed. A methodology for assessing the level of digitalization of regional economic systems is proposed.
The article examines the current state of development of digital services in the countries of the European Union. Key infrastructure components have been formed. The importance of each of them in the conditions of the current state of development of digitalization is substantiated. The experience of organizational and economic support for the provision of digital services of the EU countries in terms of the relevant institutional and legal aspects, implemented at the national level of the leading countries in this field, is considered. A conceptual model of organizational and economic support for the provision of digital services in the regions of Ukraine based on the implementation of the EU experience is proposed, which will cover structural and management components.Summarizing the results of the research, the author formed a conceptual approach to the organizational and economic provision of digital services in the regions of Ukraine based on the implementation of EU experience, covering structural and management components.The structural component of the model will include the organizational basis of the process of providing digital services, determining the object and subject composition of the process, the classification of types of digital services according to content, the key principles of providing digital services in modern conditions, and a list of the most important tools that provide stable operation and development of digital services.The management component of the model will cover the main supporting points of the development of the system of providing digital services at the state level as part of the general comprehensive policy of digital transformation, which includes institutional and legal support (a list of key aspects of the reform of the domestic regulatory and legal field inthe context of the development of the digital services market and proper legal protection of its participants), priority areas of development (the most relevant areas of ensuring the provision of digital services based on the analysis of experience and effective digital practices used by EU countries), cyber security (ensures the implementation of the security component in the context of information protection as a key resource in the functioning of the model).Therefore, the formation of a comprehensive understanding of the structural components of the process of providing digital services and the involvement of progressive management practices (both in the legislative and in the digital field) will allow the integration of the existing experience of European countries and the formation of an effective system of organizational and economic support for the provision of digital services in the regions of Ukraine.
