Introduction. Currently, the paradigm of cloud computing has become widespread in many areas of human life. Particular attention is paid to the use of cloud technologies in emergency response management systems. In Ukraine, such systems are multi-level, mainly with state administration. The use of cloud technologies also opens up new opportunities for the processes of information integration in these systems. Therefore, the problem of building cloud computing models for data integration in multilevel emergency response management systems is quite relevant. Purpose of the article. The purpose of the article is to build a model for integrating data coming to different levels of a 3-level emergency response management model using cloud computing technology. Three main levels of government carried out by public authorities – strategic (state), operational (regional) and tactical (direct executors) are involved in responding to crisis and emergency situations and are the object of research work in terms of data integration using cloud computing. Results. The analysis of a 3-level emergency response management system was carried out for the purpose of transformation, integration and storage in cloud structures of data coming from different sources. A study was made of the process of converting primary data to a state that allows them to be used as input in analytical systems. A hybrid cloud infrastructure for processing and storing data at various levels of management is proposed. It is proposed to use a role-oriented user interface for accessing a catalog of services that are publicly available in a hybrid cloud. The advantages of using cloud technologies in creating a joint information environment and situational awareness for a 3-level emergency response management model are shown. Conclusions. As a result of the research, it can be concluded that the use of cloud technologies in multi-level emergency response management systems can provide an opportunity to solve the problem of processing and storing a large amount of incoming data and provide an advantage in the processes of creating a joint information environment and awareness of the situation. The results of the work can be useful in building a cloud infrastructure for multi-level control systems.
The article is devoted to the problem of information exchange between automated systems of situational centers (SC) of the government authorities of the Security and Defence Sector (SDS) of Ukraine. The prob-lem is extremely topical today, since in the event of nationwide threats (military intervention, terrorism, emergencies), the SDS should work as a single well-coordinated mechanism. Therefore, the creation of the SC SDS system and the establishment of information exchange between them is a prerequisite for this. The paper assesses the most common types of data integration in information systems (IS), such as data ware-houses, data federation and service-oriented approach. As the most modern approach to information inter-action of disparate ISs, a service-oriented approach is proposed. It is noted that for data exchange it is inappropriate to get access to “other” IS and independently search for the necessary information there. Alternatively, it is proposed to isolate the data exchange subject area (SbA) from the IS subject areas of various SCs and to determine the topics necessary for the exchange. Next, for each topic, to build a the-matic view of grouped, analytical data by the type of data mart. Such views will become a data source for the corresponding services in SOA and can be used in Publish/Subscribe and Request/Response modes. The paper considers a method and proposes an algorithm for the interaction of ISs of disparate SCs based on the use of the ontology of SbA data exchange and SOA. The MIP4-IES family of data exchange specifi-cations of the NATO Multilateral Interoperability Program (MIP) is taken as an example. On the basis of legislative documents in the field of emergency response, an ontology of data exchange between the IS of the SC in response to emergency situations has been built. Examples of topics and thematic views are given that can be constructed on the basis of the constructed SbA ontology for data exchange.
An analysis of the world experience of military conflicts of the last century and the results of repulsing the full-scale armed aggression of the Russian Federation indicates the need to strengthen the defense capability of the state by improving the methods and mechanisms of comprehensive support. Studies prove that the basis for the provision of the defense capability of the state and the capabilities of the defense forces is the management of defense resources as an integral part of strategic (defense) planning. Consequently, the management of defense re-sources is a priority nationwide measure which involves the components of the Security and De-fense sector of Ukraine (hereinafter referred to as the SDSU), other ministries and executive authorities, the limits of competence of which extend to the issues related to the defense sphere of the country. The article suggests some ways to strengthen the defense potential of the state and increase the efficiency of the Armed Forces of Ukraine through the use of a high-tech in-formation system (IS). A complex and important issue of this management activity is to ensure the coordination of actions of state bodies of the SDSU, achieving the necessary balance be-tween the volume and nature of the tasks assigned to the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the SDSU, the capabilities of the state for their resource provision, activities and volumes of international military-technical and financial assistance. The Unified Information System for the Management of Defense Resources of the Armed Forces of Ukraine (UIS MDR AFU) can be such an IS, which will increase the efficiency of state and military administration and improve the mechanisms for managing defense re-sources. Under the current conditions, in order to significantly improve the organization and implementation of activities for the management of defense resources, all components of the SDSU must be equipped with the appropriate software and technological tools – the UIS MDR AFU. The formation and use of the prospective UIS MDR AFU should be aimed at solving the problems of defense provision, effective use of the potential of the state, as well as the imple-mentation of measures to strengthen the defense capability of the state in the direction of MDR.
