This study aimed at determining and analyzing the determinant factors that affected the implementation of bureaucratic accountability in public administration at creative economy and tourism department of Makassar. This study applied a qualitative method with phenomenological approach. The data were collected through observation, interviews, documents, online data searches and FGD. Data sources of the research informants namely Secretary at the tourism department, the head of tourism business development division, head of promotion and tourism marketing division, head of human resources development and public participation division, tour guides, members of PHRI Makassar, staffs of cultural heritage, tour and travel agents and academic. While, the data analysis was qualitative analysis through interactive model of Miles and Huberman (2009). The research result showed that accountable public administration must be supported by professional human resources, high public trust, and good cooperation with other parties. It must be also supported by adequate facilities based on needs and competitive travel.
This study aims to provide an overview of the local economic system developed by weaving communities in Wajo on the basis of local wisdom and transformation process that allowed by weavers in order to survive. This is supported by the attachment of weaver actions to the social structure of Bugis-Wajo community and the social networks they have. This study uses a qualitative approach with ethnographic method which tries to provide a comprehensive overview of certain localities that are different from the other places. This research was conducted in Sub-district of Tanasitolo, Wajo Regency as a center for developing weaving activities in South Sulawesi Province. The research target was the community involved in the weaving business activities that resided at the research site at the time of this research, both gedogan weavers, ATBM weavers of household scale, and weaving entrepreneurs. The resesarch results showed that weaving activities for the Bugis-Wajo community is a local wisdom which can be understood as local ideas that were wise, good value and embedded in the lives of Bugis people. Various local wisdom contained in the function of woven fabric in the Bugis community are (1) woven fabric as everyday clothing or as a tool to cover the body to protect from the influence of the surrounding environment; (2) woven fabric as a gift; (3) woven cloth as a status symbol and prestige that is considered sacred; and (4) woven cloth as objects used in traditional ceremonies. ABSTRAKPenelitian ini bertujuan untuk memberikan gambaran tentang sistem ekonomi lokal yang dikembangkan oleh masyarakat penenun di Wajo atas dasar kearifan lokal serta proses transformasi yang dilalui penenun agar dapat bertahan. Hal ini ditunjang oleh adanya kelekatan tindakan penenun pada struktur sosial masyarakat Bugis-Wajo dan jaringan sosial yang dimiliki. Penelitian ini menggunakan pendekatan kualitatif dengan metode etnografi yang berusaha memberikan gambaran secara komprehensif mengenai lokalitas tertentu yang berbeda di tempat lain. Penelitian ini dilaksanakan di Kecamatan Tanasitolo, Kabupaten Wajo sebagai pusat pengembangan kegiatan pertenunan di Provinsi Sulawesi Selatan. Sasaran penelitian adalah masyarakat yang terlibat dalam kegiatan usaha tenun yang bermukim di lokasi penelitian pada saat penelitian ini dilaksanakan, baik penenun gedogan, penenun ATBM skala rumah tangga, maupun pengusaha tenun. Hasil penelitian menunjukkan bahwa kegiatan menenun bagi masyarakat Bugis-Wajo merupakan sebuah kearifan lokal (local wisdom) yang dapat dipahami sebagai gagasan-gagasan setempat (lokal) yang bersifat bijaksana, bernilai baik dan melekat (embedded) dalam kehidupan masyarakat Bugis. The discourse on indigenization has long been becoming a concern and discourse, especially in the academic level. IntensiveAttention in these efforts can not be separated from strengthening view that the experience of other nations or other areas is not necessarily relevant to the local conditions. This paper aims to present a new paradigm that reinforces the importance of understanding of local values that can be the milestone of the current millennium generation in the friction of paradigm that more transparent and unfiltered paradigms.Besides, the strengthening in the academic level and methodological level becomes an integral part. As part of the methodological accountability, this paper is a literature review which more data obtained compared from documents. The results of this study indicate that each tribes of nations, especially in this case Bugis-Makassar tribe has noble values in all aspects that can be a grip for the younger generation.Local values to the society when it is analyzed methodologically using a new paradigm in qualitative research will naturally and clearly that these values can be introduced as part of the treasures of the wider world view.
