This research was conducted to find out why the implementation of the disciplinary policies of the State Civil Apparatus in Palu City has not been running optimally. The scope of this research is the Palu City government using qualitative methods as a reference to produce descriptive data collected through in-depth interviews, observation and document analysis related to the implementation of employee work discipline. With the determination of informants using a purposive method. Purposive sampling is a non-random sampling strategy where the selection is determined by the researcher by determining certain characteristics that are in line with the research objectives so that research questions can be resolved. The results showed that the implementation of the discipline of the Palu City State Civil Apparatus, which was seen from the dimensions of communication, resources, disposition, and bureaucratic structure, had not gone as expected. Thus it is necessary to evaluate and provide motivation given by the leadership to employees in order to increase the quality of performance. Employee discipline is very influential on services for the community.
This study aims to determine how the implementation of Village Fund policies in addressing the problems of community health development in Donggala Regency, Central Sulawesi Province. The technique for determining informants in this area was carried out after determining the sample area by referring to the Village Minister Regulation (Permendesa) Number 2 of 2016 concerning the Developing Village Index (IDM), which maps Villages into the Village category. Donggala Regency has three categories of villages, namely: very disadvantaged villages, underdeveloped villages, and developing villages. And for each Village Category, informants were determined purposively, as was the technique of determining informants at the Health Office and the Community Development and Village Government (DPMD) Office, informants were determined purposively. The results of the study concluded that the implementation of public health development policies in Donggala Regency was not well realized, however, in this study it was found that the Van Meter & Van Horn policy implementation model was very appropriate to be used in assessing the performance of complex policies.
This study aims to determine how the policy conflict between the Regent and Deputy Regent of Tolitoli Regency, Central Sulawesi Province. The basis of research is carried out with a qualitative approach, while the type of research is exploratory. This research was conducted in Tolitoli Regency with the basis of the problem being the conflict of Regent Moh. Saleh Bantilan with Deputy Regent ABD Rahman Hi. Buddin. In this study, it was found that the root causes of conflict were conflicts of political interest in policies and authority to organize the Bureaucratic Structure in the levels of the Tolitoli Regency Regional Government which occurred in the two periods 2010-2015 and 2015-2020. The data collection techniques used are; first, literature study, by searching literature and documents related to the scope of research. second, in-depth interviews with research informants who have been determined purposively. The results of the study revealed that there was a political policy conflict between the Regent, Moh. Saleh Bantilan with his representatives for two periods, in which Moh Saleh Bantilan monopolized the authority in carrying out his duties and functions as Regent whose authority is regulated in Regional Government Law Number 23 of 2014. And this Law does not explicitly and clearly regulate the powers and the obligations of regional heads and deputy regional heads. Thus, the Political Policy conflict occurred, as a result of the transactional political construction agreed upon by both parties when they were candidates for regent and deputy regent, and after being elected as Regent / Deputy Regent, there was a split between the Regent and his deputy. Regional Government bureaucracy does not work professionally.
This study aims to determine the performance of Badan Narkotika Nasional or the National Narcotics Agency of Palu in the narcotics prevention efforts, determined by the support of the main tasks and functions of the National Narcotics Agency Office of Palu. The theory used to assess performance is with five dimensions of theory to measure the performance of public bureaucracy which are Productivity, Service Quality, Responsiveness, Responsibility, and Accountability as proposed by Agus Dwiyanto (2002). This research utilized descriptive-qualitative approach. Data collection techniques used are but not limited to: Observation, Interview, and Documentation. Informants in this study are determined purposively. The results of the study revealed that based on the five dimensions of performance theory from Agus Dwiyanto, it can be concluded that the performance of the National Narcotics Agency of Palu is not insufficient. Thus, the vision proclaimed by the Palu City Government which was the Realization of Government and Community Synergy Towards Drug-Free Palu City in 2015, was not achieved
The aim of this analysis was to see how the dispute between mining processors (PT.COR) and the local community in North Morowali Regency, Central Sulawesi Province, affected the local community. Observations of in-depth interviews and field notes about incidents the researcher experiences in the field were used as data collection methods in this study. The purposive approach was used to select informants in compliance with the research objectives. There were ten informants chosen because they were considered capable of providing the necessary data and intelligence. The details and data gathered were then processed using the triangulation method, which involves cross-checking the multiple informants. The findings revealed that static dialogue, segregation (opposing groups), positions that were conflicting with different points of view, and communication incompatibility between different regions were the factors triggering the dispute. Based on these studies, it is clear how the role of the local government in resolving conflicts between the community and the company, though there are still some things that the government considers to be less than ideal, such as school buildings near the company's location, which were originally supposed to be relocated to a location that the company had prepared.
