The article is aimed at the development of methodological foundations for the creation of geoin-formation resources of transboundary territories based on cartographic materials and remote sensing data, as well as physical and geographical zoning of the transboundary Russian-Mongolian territory. The methodological basis of the study is cartographic and statistical research methods, geoinformation technology, as well as processing and analysis of remote sensing data. As a result, the study deter-mines the features of geoinformation resources, presents their characteristics, develops a classification and substantiates their integrating value in making interstate territorial decisions. The article gives the physical and geographical characteristics of the territory, determines the scale of mapping, establishes the basic units of geoinformation mapping and modeling, creates the coverage of the basin division, and proposes a scheme for creating basic geoinformation resources for the physical and geographical zoning of the territory. Based on the analysis of the digital elevation model, the territory was zoned according to the morphometric parameters of the relief. As a result of processing and analysis of Landsat images at different times, the territory was zoned in terms of the amount of photosynthetically active biomass (NDVI). As a result of zoning, 6 physical-geographical regions and 33 physical-geographical areas were identified.
The article presents the results of geoinformation mapping of the risks of natural forest fires in the territory of the transboundary basin of lake Baikal based on the materials of the state statistics of Rus-sia and Mongolia for the period 1998-2018. A comparative spatio-temporal analysis of the frequency and area of fires, their scale is performed, the main factors of fire hazard and the causes of fires are considered. A method of geoinformation mapping of forest fires based on statistical materials has been developed. As a technological solution for storing, processing and calculating operations with statistical data, the creation of a vector storage of statistical data of the ArcGIS software environment is proposed. The repository is compiled by means of overlay operations with layers of territorial divi-sions of statistical accounting of forest fires, a fragment of the repository is presented. The integral risk was assessed in the context of forest areas based on the calculation of specific indicators of physical, economic and social risks. A map of the integral risk of forest fires in the lake basin within the bound-aries of forestries has been compiled.
В статье освещены сведения о катастрофических наводнениях на реках бассейна озера Байкал в прошлом веке. Представлена функциональная структура ГИС-мониторинга наводнений, состоящая из измерительной, информационной, технологической и аналитической подсистем. Предложена технологическая схема создания цифровой модели местности на основе векторных изолиний рельефа и космических снимков, отображающая физико-географические особенности развития опасности. Дана характеристика основных показателей опасности, которой подвергаются территории при наводнениях, -повторяемость наводнений, их величина и площадь распространения. Определены физико-географические особенности распространения наводнений на главных реках исследуемой территории. Выполнено геоинформационное картографирование параметров наводнений в границах бассейнов главных рек. Представлена блок-схема работы с ГИС, включающая методику автоматизированного картографирования и методику интерактивной работы с ГИС посредством геоинформационных запросов, дана характеристика ответных моделей развития опасности.Ключевые слова: наводнения, мониторинг, ГИС, цифровая модель местности, геоинформационное картографирование, запросы.
The article presents the results of the implementation of the Russian-Mongolian project "Creation of the Baikal Information Center (BIC)". For the first time on the territory of the Great Silk Road, an intergovernmental information structure has been organized for collection, processing and analyze environmental information in order to inform the world community about the state and territorial development of Lake Baikal and its water basin. The main problems of the Russian-Mongolian information interaction are identified, the principles of successful interstate information neighborhood are formulated, which represent the totality of organizational, technological, environmental and normative-methodical measures. Methodical bases of creation of the international information-telecommunication system providing operative access of representatives of the ministries and departments, business, the population to actual and reliable information on the state of the watershed of Lake Baikal are developed. A technological basis of the BIC, including a geographic information system and an international geoportal, is described. The structure of the geoportal is presented, the headings and content of the contained materials are described. The technique of creation of cartographic service on the basis of the open spatial platform and its introduction into the geoportal is developed. An example of a map on the geoportal and printed products of the BIC is presented.

As a technological solution for storing, processing and calculating operations with statistical data, the creation of a vector storage of statistical data of the ArcGIS software environment is proposed. The repository is compiled by means of overlay operations with layers of territorial divisions for which state statistical accounting of forest fires is carried out, as well as layers of vegetation, settlements and the road network, a fragment of the repository is presented. The assessment of forest burnability for the study period in the territories of neighboring countries was carried out, a comparative spatial and temporal analysis of the frequency and area of fires, their scale was performed, the main fire hazard factors and causes of fires were considered. A method of geoinformation mapping of forest fires based on statistical materials has been developed. The integral risk was assessed in the context of forest areas based on the calculation of specific indicators of physical, economic and social risks. A map of the integral risk of forest fires in the lake basin has been compiled. Baikal is located within the boundaries of forestry enterprises, an analysis of their distribution in the studied territory is carried out.
