The paper studies questions dealing with development of inclusive education in Russia at the current stage. The main approaches to the way inclusion is understood in the present-day post-Soviet space and its particularity as for the higher school are described. The essential and content-related characteristic of this term is discussed in detail. Comparative analysis of various approaches to the understanding of multi-dimensionality of inclusion as a pedagogical phenomenon has been performed. The review of scientific and academic literature by the Russian and foreign researchers who have touched on this range of problems is presented. The main focus areas of development in the process of understanding inclusive education are outlined. Key advantages of implementation of inclusion are systemized. An attempt is made to identify mechanisms that are able to ensure the equality of applicants to the higher-level educational institutions in full. The experience of using inclusive education in Russia is analyzed. With regard to this, main obligations and approaches of the state in relation to applicants and students having disabilities are considered, and conditions, principles and mechanisms of implementation of the current state policy as for the higher professional education are detailed. However, there remains a number of problematic points due to which not all advantages of inclusive education can be made use of to the full extent. The prevailing difficulties and possible ways of resolving them are also noted by the authors.
Sign languages are a consequence of the development of modern society, confirmation of its inclusiveness, social orientation, attention to each member of society, regardless of his possibilities. The needs of society for knowledge of sign language are great, and not only because part of it cannot communicate in another way. But because such a knowledge of sign language is designed to eliminate and compensate for numerous barriers of interaction. The article contains materials for analysis of general principles of organizing training, legislatively enshrined conditions for organizing the process of training Russian sign language translators (RSL) on the basis of secondary vocational or higher education institutions, as well as the experience of implementing such programs in various educational organizations. Induction, deduction, literature analysis, comparative analysis, unstructured observation are used as research methods. The result of the research will be a number of proposals based on teaching experience and regulatory documents that are recommended for use in the educational process. The authors offer their own vision of the organizational aspects, the provisions of which are advisable to use in organizing training for RSL translators.
The research is relevant due to the interest of scientific pedagogical community to the problems of spiritual and moral education in modern Russian society, the identification of means of its development. In this regard, this paper aims at revealing the theoretical foundations and practical mechanisms of development of volitional qualities of pupils in the context of pedagogy of consciousness. The leading approaches to the research of this problem are the ontological-axiological and esoteric-activity-oriented approaches which allow considering the problem of volition in the pedagogy of consciousness. The leading empirical method is the experiment. The paper presents the essence and content of the concept of "volition" and "volitional qualities" in the psychological and pedagogical literature and pedagogy of consciousness, the structure of development of volition, the theoretical basis for the development of volitional qualities in the pedagogy of consciousness and the methods of developing volitional qualities identified during the empirical study. The materials of the paper are of practical value for researchers of problems of education, students, and pedagogues of schools and institutions of leisure.
The paper is devoted to the problems of implementation and protection of children's rights to life and to health which are highly relevant in the world community, including the Russian Federation. The authors investigate the norms of all the branches of law, within the legal system of the Russian Federation, where measures of protection of this right and responsibility for its violation are established. In addition, the current Russian legislation on health protection, compulsory health insurance, circulation of medicines, transplantation of organs, tissues, and other aspectsare analyzed thoroughly and comprehensively. The international and foreign experience in rights regulation and the opinions of Russian and foreign scientists on various contentious issues relating to understanding of the juvenile's right to survival and healthcare are thoroughly revealed in the paper. Researchers conclude about the apparent lack and low efficiency of legal tools ensuring the realization and protection of this right in the national legislation of the Russian Federation. The study is intended for scholars, professors, graduate students and law students as well as for specialists, whose activities are directly related to the protection of the rights and interests of juveniles.
