This article aims to enhance understanding of selective politicization processes in policy failures and examine the attempts of policy-makers to use framing strategies to allocate blame. The policy response to alleged submarine intrusions in Sweden and Dutch military involvement in the fall of Srebrenica are the two case-studies used in this article. These cases will be analysed using three perspectives derived from the literature on framing: depicting events as violations of core public values; depicting events as operational incidents or as symptoms of endemic problems; allocating accountability and blame for the occurrence and/or ‘mismanagement’ of crisis. Finally, we present a conceptual framework of the different shapes that political blaming can take when certain framing strategies are adopted.
This article offers a conceptual framework that broadens and enhances our understanding of the role of 'history' in contemporary governance and the attempts by policy-makers to 'manage' critical issues. Building upon the literature on historical analogies in policy-making, we distinguish three dimensions that clarify how the past may emerge in and affect the current deliberations, choices and rhetoric of policy-makers. We apply this in a comparative examination of two cases of crisis management where historical analogies played an important part: the Swedish response to (alleged) submarine intrusions in 1982, and the European Union sanctions against Austria in 1999. We induce from the case comparison new concepts and hypotheses for understanding the role of historical analogies in public policy-making and crisis management.
The post-crisis accountability process is a purification ritual that serves to channel public emotions and enables re-equilibration after a severe disturbance of the sociopolitical order. Crisis accountability literature can be reviewed in terms of forums, actors, and consequences. This setup allows a systematic discussion of how crises impact: the accountability process in influencing its setting (the forum); the strategies of accountees and their opponents (actors); and the resulting outcomes in terms of reputation damage, sanctions, and restoration (consequences). There is a clear distinction between formal and informal accountability forums, with the media being almost exclusively informal, and judicial forums, accident investigators, and political inquiries having formal authority over accountability assessments. Yet, through the presence of formal authorities in media reporting, and because media frames influence the work of formal authorities, the different forums intensively interact in accountability processes. Looking at accountability strategies reveals that the number of actors involved in blame games is likely rising because of increasingly networked crisis responses, and the role of actors has become more important and personal in the crisis aftermath and accountability process. The consequences and success of individual actors in influencing the accountability outcomes is shaped by both institutional settings and individual skills and strategies. A current political power position that exceeds prior mistakes is an effective shield, and denial is the least effective though most commonly used strategy. Accountability processes remain a balancing act between rebuttal and repair. Yet after major crisis, renewal is possible, and post-crisis accountability can play a crucial role therein.
Accountability processes after crisis events sometimes entail harsh criticism from public and political players alike, forcing cabinet ministers to be on top of the political game and sometimes even resign. However, harsh accountability processes are just as likely to leave ministers undamaged. This article combines two existing theories that propose different factors to account for variation in outcomes: ministerial resignations as a consequence of cabinet formation and individual positions; or resignations as a result of blame management strategies involving individual actors within the cabinet and beyond. Ten crisis episodes in Sweden are analysed and compared. The findings suggest that individual political power bases and experience matter to how well blame management strategies can be employed, while the composition of the government gives structural constraints. The dynamic interplay and framing battle between incumbent decision makers, and external arenas and the skill with which individual ministers engage and frame responsibility, play a key role in determining their post-crisis careers.
