Kazakhstan has all the prerequisites for the formation of innovative potential. However, to ensure the innovative economic development of Kazakhstan, it is necessary to create favorable conditions that promote the commercialization of innovations. Otherwise, all expenditures that are currently primarily of a state nature will not have the required economic indicators. The modern theory of sustainable economic growth is based on the concept of innovation. That is why the main indicators of overall economic development depend on innovative development. The article studies the variability of a data group formed from indicators of innovative development of the economy of Kazakhstan, using one of the methods of reducing dimension as a correlation analysis. The data of 2000-2018 are analyzed, that is, for 19 years. Discusses the correlation analysis of indicators characterizing the amount of research and development costs and gross domestic product. The obtained correlation coefficients demonstrate a strong linear relationship between the selected indicat ors. The statistical analysis showed: patterns of change in the GDP of the economy internal R&D costs are almost identical, correlation-regression model of the impact of GDP on domestic R&D expenditures. That is, the number of innovatively active enterprises and internal R&D costs are interdependent variables with a close correlation. High correlation coefficients between the registration of patent applications and the grant of patents in Kazakhstan and the number of employees performing R&D. A strong but negative relationship between the number of organizations performing research and development and the rest, perhaps some organizations exist only nominally and their economic activity is minimal.
The characteristic of innovation activity of an enterprise are quite complex and their informative analysis based on heuristic methods is difficult. This predetermines the need to apply different models and modeling methods. The economic-mathematical model of the innovation strategy of an enterprise should include, from our point of view, a description of the enterprise as a subject of innovative activity and the mechanism of its new development. It is assumed that the use of economic and mathematical models allows to obtain new knowledge about innovative development of an enterprise. The article is devoted to the study of the problem developing mathematical models of process optimization, modeling innovative development of enterprises in Kazakhstan. Analysis of the existing scientific tools for modeling innovation development of various economic systems has led to the conclusion that for its use in modeling the innovative strategy of enterprise, it is necessary to clarify the specified toolkit based on specifics of this type of an enterprise. It should be born in mind that modeling should be preceded by the stage of analysis of innovative activity of an enterprise, including not only current situation, but also possibilities of its transformation in accordance with the goals of the enterprise.
The development of global and regional energy markets is one of the most important problems of the current state of global economic relations and is one of the highest-priority areas in the formation of national and regional strategies for the socio-economic development of any country. The role of energy supply is focused on monitoring and compliance with standards. However, in recent years, the importance of energy supply to the housing stock has increased significantly, which has led to an expansion of the role of management within the framework of the risk management function. Kazakhstan has a Unified electric power system, which is represented by a set of power stations, transmission lines, and substations that provide reliable and high-quality energy supply to consumers. Currently, the main task within the framework of the priority of the development of Kazakhstan’s energy sector is to build up the energy base and provide the growing needs of the population and the economy with the necessary energy resources based on the development of modern energy complexes and alternative energy sources in conjunction with the implemented and planned macroprojects. Since the current economic development of Kazakhstan is closely interrelated with the realization of energy resources and their effective use, it acts as one of the fundamental levers for the development of the national economy. According to our research goal, it is necessary to consider sustainable energy supply in the country based on the analysis and assessment of energy consumption volumes and the impact of the country’s regional and sectoral policies on their use. The author’s approach to the distribution of countries by MNC has been developed and estimates of regression parameters, correlation coefficients, and elasticity coefficients. When constructing the author’s approach, the countries of Europe and Central Asia were studied and a sample of estimates was carried out, which has statistically significant effects on the formation of energy consumption volumes in the Republic of Kazakhstan.
The article analyzes the possibility and rationality of using proctoring technology in remote monitoring of the progress of university students as a tool for identifying a student. Proctoring technology includes face recognition technology. Face recognition belongs to the field of artificial intelligence and biometric recognition. It is a very successful application of image analysis and understanding. To implement the task of determining a person’s face in a video stream, the Python programming language was used with the OpenCV code. Mathematical models of face recognition are also described. These mathematical models are processed during data generation, face analysis and image classification. We considered methods that allow the processes of data generation, image analysis and image classification. We have presented algorithms for solving computer vision problems. We placed 400 photographs of 40 students on the base. The photographs were taken at different angles and used different lighting conditions; there were also interferences such as the presence of a beard, mustache, glasses, hats, etc. When analyzing certain cases of errors, it can be concluded that accuracy decreases primarily due to images with noise and poor lighting quality.
