In Indonesia, cases of human rights violations have occurred since the reign of the Old Order, the New Order, and even the current reform era. In the case of human rights violations in Indonesia, there are several cases of gross human rights violations that have not been resolved until now. Here, one of the cases of gross human rights violations that has not been resolved until now and the author wants to raise is the case of Paniai Papua's human rights. The focus of this paper is related to the implementation of the state in the responsibility of protecting, respecting, and fulfilling human rights in the case of Paniai human rights violations from the perspective of the theory of legal effectiveness. The research method used in this study is a juridical-normative approach, which examines the law from the historical and formal legal aspects. This study uses library data, while the data source is secondary data, namely data obtained through library materials by collecting from various reading sources related to the problem being studied. The research in this paper is a qualitative descriptive analysis. The result of this paper is the state as the holder of the highest sovereignty in implementing the responsibility for respecting, protecting, fulfilling human rights by establishing laws and regulations related to human rights and the Human Rights Court or the Human Rights Court. The implementation of the state's responsibility in respecting, protecting, and fulfilling cases of gross human rights violations in Paniai with the existence of laws and regulations on human rights and the human rights court so far has not been said to be effective because the case has not been resolved until now by looking at the factors that can be used as a measure. the effectiveness or not of such a law.Abstrak: Di Indonesia, kasus pelanggaran HAM sudah terjadi dari masa pemerintahan orde lama, orde baru, bahkan sampai masa reformasi kini. Dalam kasus pelanggaran HAM tersebut di Indonesia terdapat beberapa kasus pelanggaran HAM berat yang sampai kini belum terselesaikan. Di sini salah satu kasus pelanggaran HAM berat yang belum terselesaikan sampai kini dan penulis ingin angkat adalah kasus HAM Paniai Papua. Fokus tulisan ini adalah terkait implemantasi negara dalam tanggung jawab perlindungan, penghormatan, dan pemenuhan HAM dalam kasus pelanggaran HAM Paniai perspektif teori efektivitas hukum. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan yuridis-normatif, yang mengkaji hukum dari aspek sejarah dan legal formal. Penelitian ini menggunakan data perpustakaan, sedangkan sumber datanya adalah data sekunder yaitu data yang diperoleh melalui bahan pustaka dengan cara mengumpulkan dari berbagai sumber bacaan terkait masalah yang sedang dipelajari. Penelitian dalam tulisan ini adalah analisis deskriptif kualitatif. Hasil dari tulisan ini negara sebagai pemegang kedaulatan tertinggi dalam implementasikan tanggung jawab terhadap penghormatan, perlindungan, pemenuhan HAM dengan cara pembentukan peraturan undang-undang yang terkait dengan Hak Asasi Manusia dan Pengadilan Hak Asasi Manusia atau Pengadilan HAM. Pengimplementasi tanggung jawab negara dalam menghormati, melindungi, dan memenuhi kasus pelanggaran HAM berat di Paniai dengan adanya peraturan undang-undang tentang HAM dan pengadilan HAM sampai ini belum bisa dikatan efektif karena belum terselesaikannya kasus tersebut hingga kini dengan melihat faktor-faktor yang dapat dijadikan ukuran efektivitas atau tidaknya suatu hukum tersebut.
Halal tourism is one part of the halal industry ecosystem, realizing a world halal hub in 2024. This research supports the presentation of a Muslim-friendly tourism industry, especially in encouraging the improvement of the creative economy (sharia) in Indonesia, which is still relatively increasing but not too significant. Even though Muslim-friendly (halal industry) is not visited only by the Muslim community. his research focuses on discussing halal tourism and sharia economic development strategies as a reference in realizing the halal creative industry in Indonesia. The research method uses SOAR (Strength, Opportunity, Aspirations, Result) and QSPM (Quantitative Strategic Planning Matrix) analysis to determine strategic priorities in realizing the halal industry in the Muslim-friendly tourism sector. The results of the QSPM analysis lead to the optimization of human resources specifically targeting Muslim-friendly tourism expertise through selection, socialization and workshops/training related to functions, the eco-system of halal tourism through the stages on the road maps of halal tourism in Indonesia. through a system that has been formed, the halal certification process is accelerated through mentoring, certification of halal auditors and supervisors so that the form of halal quality products can be guaranteed, with the highest score of 2,4926.
The type of research used in this study is a qualitative method. This study aims to analyze the factors that influence members in the use of mobile application services BMT UGT Nusantara with qualitative descriptive method. The results of the study indicate that there are factors that influence members in using the UGT Mobile application, namely it is easier to use than mobile banking in a number of banks, safer because it is easy to communicate and handle complaints, thereby cutting transportation costs, A sense of belonging arises because as a member automatically as a member as a member. the owner of the cooperative, according to the cooperative spirit of kinship. BMT UGT members are less than optimal in using the UGT Mobile application due to a lack of knowledge about the UGT Mobile application. It is necessary to conduct periodic surveys to members as evaluation material to find out whether the services and facilities provided by KSPPS BMT UGT Sidogiri Nusantara are in accordance with the expectations of members.
يهدف هذا البحث إلى فهم دقيق لكيفية حياة سكان مدينة مالانج وتفسير تقاليد إنشاد شعر «لي خمسة» كممارسة للتعاليم الدينية القادرة على درء تفشي كوفيد-19. يستند هذا البحث إلى منهج البحث الفينومنولوجي، ووجد هذا البحث أن إنشاد شعر «لي خمسة» هو الممارسة للدعاء وطلب الشفاعة والتوسل. فالتوسل هو التقرب إلى الله تعالى بطاعته وعبادته واتباع أنبيائه ورسله وكل عمل يحبه الله ويرضاه، وهي السلاح النهائي في التعامل مع تفشي فيروس كوفيد-19. هذا التقليد هو وضع سياق للتعاليم الدينية القادرة على تقوية الإيمان في مواجهة تفشي كوفيد-19، كإحياء الإسلام والشفاء الذاتي. تماشياً مع ذلك، اقترح هذا البحث طريقة للتعامل مع حالات تفشي المرض ليس فقط من خلال التأكيد على البروتوكولات الصحية والإجراءات الطبية ولكن أيضًا الانتباه إلى أهمية ثقافة الممارسات الدينية المجتمعية، والتي لا تعمل فقط على رعاية الممارسات الدينية، ولكن أيضا الحفظ على الحكمة المحلية. This study aims to understand in depth how the people of the city of Malang live and interpret the tradition of reading Li Khomsatun’s poetry as a practice of religious teachings that can ward off the COVID-19 outbreak. This study is based on a phenomenological study approach and finds that reading Li Khomsatun’s poetry is a practice of prayer, intercession, and tawassul, which is the ultimate weapon in dealing with the COVID-19 outbreak. This tradition contextualizes religious teachings that can strengthen faith in the face of the COVID-19 outbreak as self-healing and living Islam. In line with that, this study suggests a method of handling outbreaks by emphasizing health protocols and medical procedures and paying attention to the importance of the culture and culture of community religious practices, which not only function to care for religious practices but also maintain local wisdom.
The purpose of this study is to examine in more depth the strategy for accelerating economic recovery after the Covid-19 pandemic through the development of the halal industrial sector. This paper uses a qualitative research method with a descriptive approach. Analysis of the data used is content analysis, which is an analysis carried out by conducting an in-depth discussion of the information found. The results of this study accelerate economic recovery after the COVID-19 pandemic through the development of the halal industry, including policies and models for developing human resources, analyzing training needs, developing halal knowledge and skills, developing halal skills training institutions, halal industry training programs, developing halal entrepreneurship. , collaboration, inter-related institutions and continuous evaluation.
