Earl's [1993] five approaches indicates that three bear strong similarities to the 'organisational', 'business-led', and 'administrative' approaches, whilst the fourth cluster is related to both Earl's 'method-driven' and 'technological' approaches. An analysis of the relationship between SISP approach and SISP success, demonstrates that the 'organisational approach' is significantly more successful than the other three approaches.
The factors that in.llue~ce the ultimate level of success or failure of systems development projects have received consIderable attentIOn In the academic literature. However. to clarify the relationship between the adoption of best practice In systems development and the eventual level of systems success it is desirable to study different instances of a common type of system within a homogenous organizational sector. In-depth interviews with senior IT executives from 12 h.ospitals in the. UK public healthcare sector were conducted to gain insights into the success of project teams m adoptmg best practice and to explore the relationship between their ability to adopt best practice and the overall success of the development process. The results demonstrate that the most successful operational systems enjoyed hIgh levels of user and senior management commitment and had a strong focus on strategic and operational needs. The less successful .systems often had problems in one or more of these important areas. However, the results also show that c~ar~ctenstlcs of~he organizational environment, such as cost constraints, restructuring, and changes to h~althcar~obJectives. at a natIOnal level. have a more significant impact on a hospital's ability to successfully acquIre and Implement Information technology.
