Menghadapi pandemi Covid-19, Pemerintah melakukan berbagai upaya untuk dapat menghentikan penyebaran dan penularan virus Covid-19. Salah satu upaya untuk mewujudkannya adalah melalui upaya pengadaan vaksin Covid-19 melalui prosedur pengadaan barang/jasa dalam penanganan keadaan darurat. Pelaksanaan pengadaan barang/jasa dalam penanganan keadaan darurat memiliki prinsip efektif, efisien dan akuntable, namun di sisi lain pengawasan masyarakat berpotensi tereduksi dengan alasan prinsip-prinsip tersebut. Permasalahan yang dikaji dalam tulisan ini adalah bagaimana tata cara pengadaan vaksin Covid-19 dalam upaya penanganan keadaan darurat, selanjutnya bagaimana urgensi pengawasan masyarakat dalam pelaksanaan pengadaan vaksin Covid-19. Penelitian ini adalah penelitian hukum normatif dengan pendekatan yuridis positivistis. Tulisan ini memperlihatkan bahwa tata cara pelaksanaan pengadaan vaksin Covid-19 berpedoman pada tata cara dan aturan pelaksanaan pengadaan barang/jasa dalam penanganan keadaan darurat yang ditentukan oleh Peraturan LKPP Nomor 13 Tahun 2018. Selanjutnya, dalam pelaksanaan pengadaan vaksin Covid-19, masyarakat berperan sebagai pengawas eksternal dalam pelaksanaan pengadaan vaksin Covid-19.
Wamena as one of the National Tourism Destinations (DPN) has high tourism potential, consequently it can be a locomotive for economic growth in Papua. However, Wamena still has struggled with infrastructure and it has to be prompted by creating destination image. This study is conducted to analyse tourists' intention effect to visit Wamena. Sampling method used is random sampling through questionnaires and it is analyzed by using Partial Least Square. The results of data processing confirms that destinationi mage and tourism object have positive and significant effect on visiting intention, while infrastructure has negative and insignificant effect on tourism visiting intention to Wamena. Inadequate infrastructure is not a barrier for tourists to visit it. Beautiful scenery and fascinating destination objects are elementary generator for them to visit it. Thereby, tourism development can be implemented in Wamena as mountain or adventure tourism working with great physical. Approach should be committed by government or privates to cultivate potential tourism in Wamena through exposing its authentic culture and destination objects to promote best image destination.

Penelitian ini merupakan jenis penelitian kuantitatif, dengan sampel penelitian sebanyak 100 responden. Sampel dalam penelitian diambil dengan dengan menggunakan metode pengambilan sampel purposive sampling yaitu pengambilan yang dilakukan dengan memberikan kuesioner untuk diisi kepada para konsumen mahasiswa Universitas Teknologi Sumbawa yang menggunakan transportasi udara Lion Air. Metode analisis data yang digunakan dalam penelitian ini ialah analisis regresi linier berganda serta menggunakan alat analisis SPSS. Hasil dalam penelitian membuktikan bahwa variabel independen berpengaruh signifikan terhadap varibel dependen.
The tourist area of Ciwidey and Pangalengan is part of South Bandung region and making the main purpose of visiting tourists, every year the number of tourist visits to Pangalengan and Ciwidey experienced instability. The decision to visit, the main problem is examined in the study and purpose of this researxh is to know the extent of the influence natural attractions and tourist motivation against the decision of visit in this study. Natural attractions witch consists of a state nature, human resources, means of accommodation and infrastructure. Motivation tourists with a driving factor consists of recreational, diversionary, experimental, experiental and existential. Variabel decision of visit which consists of the selection activity, travel benefits, travel options, destination and time of the visit. The type of research use descriptive quantitative approach with verifikatif, the method used a systematic sampling technique with survey and using multiple regression analysis test. The sample in this study at least equal as 100 respondents. The research results showed the natural attractions with the dimension of highest rated infrastructure and the lowest dimensional and assesment of the state nature. Motivation tourists with dimensions existensial get highest value, and the lowest assessment is experiental and recreational. While the decison variables of a visit by a factor of election activity tour get the highest scoring and lowest scoring that is the slection of travel benefits. Research results showed the existence of very positive influence among the natural attractions and tourist motivation against the decision of a visit.
In carrying out his duties and functions, the Governor has two dual positions, namely as regional head and as a representative of the central government in the region. The two positions have different orientations and are very likely to conflict. This research is a type of normative research, the method of collecting legal materials uses the library method. Primary legal materials in the form of Law Number 23 of 2014 concerning Regional Government and secondary legal materials in the form of related books and journals. Analyzed descriptively-analytically with deductive logic. The results of this study indicate that the declination of the Governor's position as regional head is triggered by the Governor's obligation to carry out national strategic programs. Furthermore, the weakening of the position of the Governor as the organizer of concurrent provincial government affairs due to the obligation to follow the NSPK that has been determined by the central government as well as the provisions that give the central government authority to be able to take up concurrent government affairs which are basically the authority of the Province, Regency/City. Abstrak: Dalam menjalankan tugas dan fungsinya, gubernur memiliki dua kedudukan ganda yakni sebagai kepala daerah dan sebagai wakil pemerintah pusat di daerah. Dua kedudukan tersebut memiliki orientasi yang berbeda dan sangat memungkinkan terjadinya pertentangan. Penelitian ini merupakan jenis penelitian normatif. Metode pengumpulan bahan hukum menggunakan metode pustaka. Bahan hukum primer berupa Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dan bahan hukum sekunder berupa buku dan jurnal terkait. Dianalisis dengan metode deskriptif-analitis menggunakan logika deduktif. Hasil penelitian ini menunjukan bahwa deklinasi kedudukan gubernur sebagai kepala daerah dipicu karena adanya kewajiban gubernur untuk melaksanakan program strategis nasional. Selanjutnya, pelemahan kedudukan gubernur sebagai penyelenggara urusan pemerintahan konkuren daerah provinsi karena adanya kewajiban untuk mempedomani NSPK yang telah ditentukan oleh pemerintah pusat serta adanya ketentuan yang memberikan kewenangan pemerintah pusat untuk dapat mengambil urusan pemerintahan konkuren yang pada dasarnya merupakan wewenang provinsi, kabupaten/kota.
