Voter participation in elections is one of the benchmarks of the success of political development. The high level of voter participation will indicate the success of the elections and the low voter participation will indicate the failure of the election. Therefore, it is necessary to increase the participation of the voters as the responsibility of the KPU. Therefore, the KPU makes an effort to increase voter participation by conducting election socialization in Langkat Regency. The socialization aims to provide and disseminate information on elections. The effort is certainly to increase voter participation in the election. From this research is done with the aim to know the role of Election Commission Langkat in order to increase voter participation. The method used in this research is descriptive research method with qualitative approach. Analysis of the whole data is done with summarize data that is selecting data, simplified, and taken the main meaning (essence). Based on measurement of effectiveness of election socialization such as; achievement of objectives, procedures, resources, budgets, facilities, infrastructure and integration or cooperation with other organizations. Generated that socialization of election conducted by Langkat Regency KPU not yet effective where achievement of objective, procedure, budget, infrastructure and integration not effective and utilization of resources and facilities running effectively. So the result of this research is the role of Election Commission Langkat in order to increase the voters have not been maximized. With low voter participation rate around 60% obtained by data processing KPU Langkat Regency.
Abstract-Internal quality evaluation and audit did not contribute effectively to the implementation of quality assurance at University of Sumatera Utara (USU). The purposes of the research were: to investigate the implementation of the internal quality assurance system, to evaluate the quality commitment as well as quality culture, and to examine the implementation of evaluation and audit of the quality assurance system in USU. This study applied descriptive qualitative method. The data were collected by using interview, observation and documentary technique. The informants of this research were thestaffs of Quality Assurance in university and study program level; the deans and the chairmen of study program at USU. The result revealed that the internal quality assurance system utilized various models of quality documents based on the understanding of staffs of each faculty and study program. Besides, theinternal quality management was still implemented at the level of faculty. On the other hand, the implementation of evaluation of the internal qualityofthe quality assurance system of faculty and the student program level was not in accordance with the quality assurance guidance documents. In addition, the implementation of quality audit by the auditor was not appropriate to the guidance and most of the reports of auditing were not comprehensive. It can be concluded that the quality cycles have been implemented, but statements contained in the accreditation form have not been actualized in managerial and academic activities. The implementation of quality evaluation was not fully successful in investigating the basic shortcomings that must be addressed by the faculty and the study program.
RINGKASAN -Aktivitas sosialisasi digunakan untuk penanggulangan golput oleh KPUD Deli Serdang. Sosialisasi menjadi sarana utama pendidikan politik yang dipakai untuk keberhasilan pemilihan umum di Deli Serdang. Peran Rumah Pintar Pemilu (RPP) sebagai pelaku utama pendidikan politik yang handal ternyata belum digunakan secara maksimal. Tujuan dari penelitian ini adalah: 1) untuk mengetahui efektivitas pendidikan politik yang dilakukan oleh KPUD Deli Serdang; 2) untuk mengetahui apakah sosialisasi pemilu merupakan sarana yang tepat dalam melakukan pendidikan politik di Deli Serdang; 3) untuk membuktikan model pendidikan politik yang paling tepat dalam pemilihan umum di Deli Serdang. Penelitian ini merupakan penelitian deskriptif dengan pendekatan studi kasus untuk membuktikan efektivitas penggunaan model pendidikan politik selama ini melalui sosialisasi pemilu. Hasil penelitian menunjukkan bahwa penerapan model pendidikan politik melalui sosialisasi pemilu semata ternyata kurang mendapat manfaat jika tidak dibarengi dengan aktivitas pengerahan dan pembinaan tokoh masyarakat dan ormas pada kegiatan-kegiatan pemilu dari KPU Deli Serdang . Selain itu, ditemukan bahwa implementasi model pendidikan pemilu dilakukan melalui program rumah pintar pemilu belum maksimal diberdayakan. Dapat disimpulkan bahwa model pendidikan politik yang dilakukan melalui sosialisasi harus dikembangkan dengan kegiatan pemberdayaan dan pembinaan masyarakat langsung dengan issue-issue sentral yang dekat dengan mereka.
