This research focuses on Micro Small Enterprises (MSEs) snacks in Padang City, West Sumatra. The number of respondents in this study were as many as 150 snack food businesses in the city of Padang who were taken by purposive sampling. The problem in this study is how the MSE network (network) in an effort to improve the performance of MSEs. The purpose of this study is how social capital in the form of networks (network) conducted by MSEs in improving business performance. This research method is to use PLS-SEM (Partial Least Square-Structural Equation Model) analysis. The results of the study show that the UMKM network consisting of ease of information (IN), market entry (PS), Organization (ORG) and Innovation (INV) variables are variables that have a significant effect on MSE performance. For MSE Performance itself, it can be seen from the financial aspects (AF), non-financial aspects (ANF), intellectual capital (MI), knowledge management (MP) and social responsibility (TJS).
The study aims to analyze development strategy of nutmeg (Myristic fragan haitt) in Tanjung Raya Sub-district, Agam District. The study applied decriptive method. The data were collected through in depth interview with three internal key infromants, in this case farmers, and external key informants including head of forestry and plantation department of Agam District, and one nutmeg farmer. SWOT analysis were applied to formulate development strategy of nutmeg at Sabik Tajam farmers group in Tanjung Raya Sub-district, Agam District. The development strategies include developing cooperation with government and private sector; technology improvement for value added of nutmeg farmers income through nutmeg agro-industry; promotion of nutmeg sector by the government, both in local and international market; participating in training held by relevant government authorities particularly those related to nutmeg processing and establishing house of HPT (plant pests and disease) to overcome the pests and disease; conducting training to the farmers covering the marketing aspect; cultivation and technology development; the involvement of UPTD (technical implementation unit at local) in cultivation and HPT of nutmeg; optimizing the resources and marketing, and develop cooperation with the farmers group that have more advanced technology. Konsumsi kedelai nasional mengalami peningkatan setiap tahunnya sedangkan produksi kedelai nasional cendrung stagnan atau hanya mampu memenuhi 30 persen dari kebutuhan konsumsi kedelai nasional sehingga impor kedelai setiap tahunnya juga mengalami peningkatan.Penilitian ini bertujuan untuk melihat daya saing kedelai dan dampak kebijakan pemerintah terhadap daya saing kedelai pada lahan kering di Kabupaten Tebo.Penelitian ini menggunakan pendekatan Policy Analysis Matrix (PAM). Sumber data yang digunakan yaitu data sekunder dan data primer dengan instrument penelitian berupa kuesioner. Hasil penelitian menunjukan bahwa usaha tani kedelai pada lahan kering di Kabupaten Tebo memiliki daya saing yang terlihat dari tingkat keuntungan yang dihasilkan dan tingkat efisiensi dalam berproduksi. Namun demikian berdasarkan hasil analisis sensitivitas usaha tani kedelai pada lahan kering di Kabupaten Tebo tidak memiliki daya saing apabila hasil output dijual untuk keperluan konsumsi ke pasar, ke pabrik tahu dan tempe. Kebijakan pemerintah melalui program UPSUS PAJALE dan kebijakan subsidi pupuk mampu meningkatkan daya saing kedelai pada lahan kering di Kabupaten Tebo melalui dampaknya terhadap penerimaan dan biaya, namun Kebijakan HPP kedelai dan Kebijakan tarif impor kedelai nol persen belum dapat meningkatkan daya saing kedelai.Kata Kunci : Daya saing, Usaha tani, Kedelai, Kebijakan, Lahan Kering
