The purpose of this research was to determine the form of sister city cooperation carried out by the Kendari City Government and Communauté D'Agglomération De La Rochelle in 2015-2018. This research uses qualitative research methods, by collecting data and information from sources through interviews and literature study. The results indicate a form of collaboration carried out by the Kendari City Government and Communauté D'Angglomération De La Rochelle, namely the exchange of information in the form of sending experts and training. In the clean water services field, the form of cooperation was to increase the production and network of drinking water in the Kendari City area by carrying out a pilot project for the provision of drinking water for 24 hours / day and can be drunk immediately. In the city hygiene management field, the form of cooperation focused on sorting and managing waste in Kendari City. From the sister city collaboration, there were increasement in the experts’ skill and knowledge in Kendari City.

Virtue Dragon Nickel Industry/VDNI merupakan perusahaan smelter asal Tiongkok yang beroperasi di wilayah Sulawesi Tenggara. Sejalan dengan hal tersebut, harapan masyarakat adalah dengan adanya perusahaan asing tersebut dapat memberikan dampak positif terutama bagi perekonomian masyarakat lokal. Akan tetapi, seiring dengan berjalannya kegiatan perusahaan justru terkadang menimbulkan konflik di tengah masyarakat. Tulisan ini bertujuan untuk mengetahui dan menganalis model komunikasi antara pekerja lokal dan asing pada PT. Virtue Dragon Nickel Industry sehingga mampu diketahui penyebab konflik yang terjadi di antara kedua jenis pekerja tersebut. Penelitian ini menggunakan teori Anxiety/Uncertainty Management untuk melihat gambaran model komunikasi serta peran masyarakat serta pihak-pihak terkait dalam penguraian konflik pada objek penelitian. Sementara itu, jenis penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yang bersumber dari wawancara dan studi pustaka Hasil penelitian menunjukkan bahwa yang menjadi penyebab konflik yang terjadi antara pekerja lokal dan pekerja asing asal China pada perusahaan yakni, pertama; kesalahan intepretasi makna verbal yaitu perbedaan Bahasa yang digunakan dan non-verbal yakni cara berkomunikasi pekerja asing dengan gerak tubuh, intonasi, mimik dan pendukung komunikasi verbal lainnya juga terdapat perbedaan yang signifikan sehingga dapat menjadi pemicu konflik karena kesalahpahaman, kedua; perbedaan upah antara pekerja lokal dan pekerja asing pada PT. Virtue Dragon Nickel Industry, dimana upah pekerja lokal tidak sebanding dengan upah pekerja asal China, hal ini dapat memengaruhi kondisi psikologis dan kinerja pekerja yang dapat menjadi pemicu terjadinya konflik dalam perusahaan. Dengan adanya noise dalam proses komunikasi tersebut maka solusi yang diberikan oleh penulis agar PT. VDNI mengadakan kegiatan pemahaman budaya untuk para tenaga kerja asing termasuk di dalamnya menngikuti kursus Bahasa Indonesia serta proporsional dalam penetapan upah.

This Community Service Program aims to support the accessibility of technology-based tourist attractions in the era of globalization. This is based on the conventional method used by the object of service in serving tourists who will go to Bokori Island. Conventional means relying solely on information from person to person about their business. This is certainly ineffective, especially entering Society 5.0. era, where the focus is not only on the technological component but also on the human. Therefore, the service team offers a solution in the form of making a digital-based ship rental application (website) and assistance in its use in the form of training. This website is useful not only to advertise community businesses but also Bokori island tourism. The website will be managed by an admin who is a representative of the Bajoe village community. The features contained in this application are Bokori Island Tourism info, crossing points, checking ship availability, boat rental, and ticket printing. The presence of this application is certainly very useful for tourists, especially those from outside Kendari, they can order tickets in advance of the time they want to visit Bokori island. The community service program was positively welcomed by the local community, especially the crossing business owners because they felt helped by the application made by the service team.

This study aims to determine and describe the role of Toli-Toli-Labengki Giant Clam Conservation for the giant clams’ sustainability in Toli-Toli Village, Lalonggasumeeto District. This study uses a qualitative method by applying Green Thought and International Organizations theory to see the role of NGOs in the restoration of giant clam habitat areas. Meanwhile, the data collection techniques used was interviews, literature study and documentation with data analysis techniques consisting of three stages, namely data reduction, data presentation and drawing conclusions. The results showed that the NGO Toli-Toli – Labengki Giant Clam Conservation played a role as: an independent actor who acts as an international organization and is not merely implementing the interests of the organization or its members, but for the common good; because for negotiations and produce mutually beneficial decisions by educating residents about the importance of giant clam for the sustainability of the coastal ecosystem of Toli-Toli Village so that in the end the community also get benefit; and instruments for collaborating with NGO Naturevolution to reduce plastic waste on the coastal area of the village to Labengki island. Considering the benefits of giant clams to marine ecosystems and the giant clams cultivation requires quite a lot of funds, this NGO should get more attention and support from both local and national governments.

Kegiatan pengabdian ini dilaksanakan karena kurangnya pemahaman masyarakat sekitar pesisir Desa Toli-Toli dan mahasiswa mengenai pentingnya Kerang Kima untuk kelestarian kawasan pesisir. Tujuan diadakannya kegiatan ini yaitu untuk meningkatkan pemahaman masyarakat pesisir Desa Toli-Toli dan mahasiswa Hubungan Internasional tentang pentingnya peran kerang kima untuk kelestarian ekosistem laut, kerang kima sebagai habitat yang terancam punah, manfaat kima sebagai penyaring air laut, mengenai isu-isu lingkungan laut yang juga menjadi isu yang sangat penting dalam kajian Ilmu Hubungan Internasional dan pentingnya menjaga kelestarian lingkungan laut. Metode yang digunakan ialah memberikan materi pengenalan tentang manfaat kima bagi ekosistem laut yang disampaikan oleh Ketua Organisasi Toli-Toli – Labengki Giant Clam Conservation, Bapak Habib Nadjar Buduha dan pemaparan materi dari sudut pandang akademis mengenai isu-isu lingkungan laut yang termasuk dalam isu keamanan non tradisional dalam hubungan internasional oleh Tim Pengabdian. Secara umum, kegiatan pengabdian kepada masyarakat ini telah berhasil memberikan pemahaman kepada masyarakat dan mahasiswa mengenai manfaat menjaga kelestarian laut secara umum dan manfaat menjaga keberlangsungan hidup kima secara khusus. Selain itu, melalui kegiatan pengabdian ini diharapkan dapat meningkatkan kesadaran bagi para mahasiswa Hubungan internasional tentang menghargai lingkungan laut yang juga menjadi salah satu isu penting dalam lingkup  internasional.Kata Kunci: kima, ekosistem laut, desa toli-tol
