The National Economic Recovery Strategy in East Java is really a plan or map to help leaders or direct organization in East Java in economic recovery efforts, handling the pandemic of Corona Virus Disease (COVID-19) or responding to threats that threaten the economy or financial system as well as economic rescue in East Java. This article was written using a qualitative descriptive method with interview and documentation techniques. The information of this research is officials who are in the Regional Development Planning Agency of East Java Province who are members of the National Economic Recovery Program in East Java through East Java Bangkit, so that the authors can present data systematically, factually and accurately regarding facts in the field. National Economic Recovery Strategies in East Java include recovery of trade and industrial activities, overcoming trade barriers both import duties and import export regulations, budget allocated for health and education in order to ease the burden on society, increase disposable income through creative efforts, encourage household consumption, which is a contributor to aggregate expenditure, continues the subsidy program for small industries and cooperatives as well as optimism for East Java's economic growth.
There is the influence of the Covid-19 pandemic on foreign and domestic tourist visits in Indonesia. The longer the COVID 19 pandemic, the more foreign and domestic tourists are postponing their visit to Indonesia due to the increasing number of Indonesians infected with COVID 19, the quality of personal protective equipment is not yet according to World Health Organization standards, incomplete hospital facilities in several cities in Indonesia, the limited number of doctors who treat the COVID 19 pandemic and the anti-COVID-19 vaccine has not been found. The decline in foreign and domestic tourism was also due to the temporary prohibition of foreign tourists from entering Indonesia and restrictions on domestic tourists from traveling to several cities and provinces in Indonesia, restrictions on the modes of air and sea transportation. There is the influence of the Covid-19 pandemic on hotel occupancy rates in Indonesia. The longer the COVID 19 pandemic, the lower the occupancy rate of star hotels in Indonesia is due to restrictions on activities in public places or facilities, restrictions on transportation modes, hotel room prices, hotel service quality, and hotel facilities. Keywords: Covid-19 Pandemic, Foreign and Domestic Tourists Visits, Hotel Room Occupancy Rates. Abstrak Terdapat pengaruh pandemik covid-19 terhadap kunjungan turis asing dan domestik di Indonesia. Semakin lama pandemic covid 19, maka semakin banyak turis asing dan domestik yang menunda kunjungannya ke Indonesia disebabkan karena semakin meningkatnya penduduk Indonesia yang terinfeksi covid 19, kualitas alat pelindung diri belum sesuai standar World Health Organization, belum lengkapnya fasilitas rumah sakit di beberapa kota di Indonesia, keterbatasan jumlah dokter yang menangani pandemic covid 19 dan vaksin anti covid-19 belum diketemukan. Penurunan turus asing dan domestik juga disebabkan karena pelarangan sementara turis asing masuk ke Indonesia dan pembatasan turis domestik berpergi ke beberapa kota dan provinsi di Indonesia, pembatasan moda transportasi udara dan laut. Terdapat pengaruh pandemik pandemik covid-19 terhadap tingkat hunian hotel di Indonesia. Semakin lama pandemik covid 19 berlangsung, maka semakin menurun tingkat hunian hotel bintang di Indonesia disebabkan karena pembatasan kegiatan di tempat atau fasilitas umum, pembatasan moda transportasi, harga kamar hotel, kualitas pelayanan hotel dan fasilitas hotel. Studi ini mengkaji secara komprehensif kebijakan area dilarang merokok di ruang terbuka publik sebagai upaya untuk mengurangi paparan asap rokok di mana program dan kegiatannya juga upaya pemerintah dan masyarakat melalui pendidikan dan advokasi dan kesadaran tentang bahaya merokok. Target penelitian mengkaji dan menganalisis kebijakan area bebas rokok di ruang terbuka publik untuk mencegah paparan terhadap asap rokok, sehingga variabel-variabel ini dapat dipelajari secara komprehensif dan holistik kemudian digunakan pendekatan kualitatif.Pada 2017 produksi rokok adalah 341,9 miliar batang. Menurut direktur penerimaan dan peraturan bea dan cukai di direktorat jenderal bea dan cukai Susiwijono ketika melihat angka realisasi produksi rokok aktual pada periode Juli 2014, dapat dilihat bahwa efek dari peraturan Pemerintah No. 109 tahun 2012 terkait hingga ketentuan Peringatan Kesehatan (pictorial health warning) yang mensyaratkan pemasangan gambar peringatan kesehatan 40% dari luas kemasan rokok tidak terlalu signifikan dalam mengendalikan produksi dan konsumsi rokok. Mungkin ada efek pada konsumsi rokok, tetapi tidak terlalu besar. Dari sepuluh perokok terbesar di dunia, Indonesia menempati urutan ketiga setelah Cina dan India. Untuk Surabaya, jumlah pekerja aktif di kalangan anak muda pada usia siswa sangat mengkhawatirkan. Pada Oktober 2012, perokok aktif adalah 12,98% dan 14,3% siswa pernah merokok. Pemerintah kota Surabaya sering melihat bahwa orang yang tidak merokok atau dapat disebut perokok pasif sering mendapatkan efek dari orang yang merokok atau perokok aktif. Tentu saja perokok pasif mendapat kerugian di sini terutama masalah kesehatan dan gangguan lingkungan publik.
Usaha Kecil Menengah dan Mikro (UMKM) CV Kamilindo bergerak dalam bidang usaha produksi dan pemasaran konveksi jilbab dan baju muslim “Rira Clothing” serta berlokasi di Kelurahan Rungkut Menanggal Kota Surabaya. Permasalahan aspek produksi adalah (1) Motif rancangan busana (fashion) masih terbatas dan kemampuannya hanya dimiliki oleh pemilik mitra, dan (2) Pemotongan bahan kain Mitra dengan ketebalan tertentu masih dilakukan dengan gunting kain manual. Masalah pada aspek produksi berdampak pada: (1) Pola desain jilbab dan baju muslim masih mengikuti pola lama dan kurang bisa mengikuti perkembangan mode baju busana muslim terbaru, dan (2) Proses pemotongan bahan baku kain ukuran lebar dan tebal menjadi ukuran kecil dan siap jahit relatif lama sehingga menghambat produksi. Program Program Kemitraan Masyarakat (PKM) menggandeng UMKM "Rira Clothing" sebagai mitra dengan tujuan untuk meningkatkan kualitas pola desain dan efisiensi produksi pada UMKM jilbab dan baju muslim. Dari sejumlah permasalahan diatas program PKM melaksanakan program lanjutan meliputi: (1) Peningkatan pengetahuan, keterampilan dan kualitas desain jilbab dan baju muslim menggunakan pola desain jilbab dan baju muslim dengan motif terbaru kepada desainer, dan (2) Efisiensi waktu dan tenaga pemotongan bahan baku kain ukuran lebar dan tebal menjadi ukuran kecil dan siap jahit melalui rancang bangun inovasi TTG mesin potong bahan baku kain listrik ke Mitra. Hasil kegiatan adalah: (1) Pola desain dan produk jilbab dan baju muslim dengan motif terbaru hasil kreasi desainer Mitra dan (2) Inovasi baru Teknologi Tepat Guna (TTG) mesin potong bahan baku kain dengan penggerak motor listrik.
The concept of the Balanced Scorecard develops in line with the development of the organization. The Balanced Scorecard consists of two words: (1) scorecard and (2) balanced. In the initial stages of the experiment, the Balanced Scorecard is a scorecard that is used to score the results of executive performance. Through a scorecard, the scores the executive wants to realize in the future are compared to actual performance results. The results of this comparison are used to evaluate executive performance. The word balanced is intended to show that executive performance is measured equally from two perspectives: financial and non-financial, short-term and long-term, internal and external. Because executives will be assessed for their performance based on score cards that are formulated in a balanced manner, executives are expected to focus their attention and effort on measures of non-financial performance and long-term measures (Mulyadi, 2007). In subsequent developments, the Balanced Scorecard is not only related to the cards used to record executive scores. The results of the study in year 1 were that the implementation of the BSC in the BKKBN began in 2007 and until now has improved many improvements. BSC which was initially only applied to Echelon II levels, in 2009 was applied to echelon III and IV levels, then it has also been applied at the staff level. The implementation of the BSC in the BKKBN is approved to have many benefits, including providing organizational communication strategies from the highest to the lowest level, providing a measure of target for increasing employee budgets, providing feedback to improve performance, and increasing commitment to support and improve performance.
