The issues of using geospatial data, information and knowledge in the processes of analysis and forecasting of socio-economic development of territories are considered. It is proposed to expand the composition of a single complex of means for macroeconomic interregional intersectoral planning due to a more complete consideration of the geospatial features of the studied territory and the transition to a new model of spatial and economic policy based on the widespread use of digital geoplatforms. The article provides information on the importance of geospatial support for planning and management of territories for the sustainable development of their economy and social sphere and information on the support of this industry at the international (UN) and national levels of the most developed countries of the world. The purpose of the research is indicated—the substantiation of the methodology for productive and effective geospatial support for the solutions of analytical and forecasting tasks, which increases the level of taking into account the territorial features of the regions. A new term “geocognitive modeling of the territory” and theoretical and methodological approaches to assessing this process to ensure strategic regional planning are proposed. A number of initial conceptual provisions have been formulated, including: geodata and geoinformation are more in demand at the microlevel of the economy, and geoscience at the macrolevel of the economy. geosciences refer to certain subject-spatial heterogeneities and they can be represented as a special type of spatial objects and processed by means of gIS. A list of indicators of a separate geofragment of the territory for use in strategic planning is given. The proposed method for solving the geospatial problem of assessing the synergetic effect in the interaction of natural resources with the transport system by increasing the connectivity of territories is described. As an example, a model of cognitive indexing of geofragments is proposed and its set-theoretic representation is given. The conclusion is made about the need for a more complete use of geospatial tools in planning the development of regions, which will reduce the risks of making unreasonable managerial decisions and take into account the influence of the human factor.
Проблема и цель. В статье рассматривается проблема адекватности парадигмальных изменений системы высшего образования этапам общественного развития в эпоху модерна и постмодерна. Цель статьи-исследовать противоречия процессов глобализации и локализации высшего образования. Методология. Концепция смены научно-образовательных парадигм (Т. Кун) рядом современных исследователей трактуется как эволюционные перемены. В мире интенсивно меняется характер образовательных парадигм, находят применение новые принципы маркетинговой политики и рыночные механизмы, вводимые в странах, ранее характеризовавшихся высоким уровнем государственного контроля над сферой высшего образования. Отечественное высшее образование в 1980-е гг. осталось в индустриальной парадигме и не вписывалось в постиндустриальные реалии. В 1990-е гг. развернулся процесс форсированного перехода российской высшей школы к постиндустриальной научно-образовательной парадигме. Большинство исследователей трактует маркетизацию образовательного процесса как компромисс между государственным контролем, академической автономией и приватизацией. The article discusses new approaches to the creation and use of geoscience and the associated geo-cognitive space. It uses the formal-logical tools for the set-theoretic representation of the studied pro-cess of transition from geoinformation to geoscience. It introduces and defines new concepts for a generalized set-theoretic representation of the process of converting geoinformation about the territory and objects located on it into geoscience, focused on solving specific spatial problems using the geoin-formation model of the area or the map. The article presents an enlarged technological scheme for cre-ating a geo-cognitive map. It also presents one of the possible solutions to the problem of forming geo-spatial knowledge and creating a geocognitive map on this basis by a direct transition from geoinfor-mation to knowledge.
New conditions, technological capabilities and development prospects of the geodetic industry in recent time are characterized. The directions and strategy of the developing the industry, aimed at increasing its national importance by expanding the field of activity from the level of geoinformation to the level of its widespread use are substantiated. The solutions and tasks for the transfer of geo-information activities to a digital basis are listed. The definition of the geospatial activity’s concept is given. The conceptual structure and essentially new directions of geospatial support development of territories taking into account the perspective are offered. They are creating a single territorial geo-information space, designing and developing geo-cognitive technologies for forming geospatial knowledge, developing geo-cognitive technologies for preparing geo-spatial solutions to ensure territorial development and management. The technological levels of formalization and use of geospatial knowledge at preparing spatial solutions are considered. The forecast of expected efficiency received from geospatial activity in the digital economy is given. The scientific and technical directions for the successful geospatial supporting the spatial development of the country and solving tasks of transition to the digital economy are listed.
The relevance of the study lies in considering the new content and features of a unified geospatial support for the economy and the life of society in the context of digital transformation. The aim of the work is to present the essence, fundamental points, new views and approaches to geospatial activities. Methods of formal logical analysis, linear programming, theory of matrix games with nature are used. A formal interpretation of the assessment and use of territorial resources as objects of a single geospatial activity is proposed. From the standpoint of the structural-functional approach, the essential characteristics of ensuring the life of society with geo-information and geosciences are considered. A formal-logical analysis of ideas about life in the surrounding geospace is given in order to optimize the use of its resources on the basis of an all-encompassing geospatial perspective. The concept of "geofragment" is introduced as an elementary unit of geospace, in which sectoral and / or natural processes take place and objects of different sectoral spaces interact. The role of geospatial knowledge is substantiated and an integrated approach to the processes of preparing spatial solutions for territory management based on a combination of geoinformation and geocognitive spaces is proposed. Geospatial activity in the territorial discourse is becoming an independent factor in the management of territories to ensure the life of society, based on the optimization of the distribution (redistribution) of territorial resources through the complex interaction of industries and clusters. This activity provides geodata, geo-information and geosciences for the diverse processes of interaction between industrial spaces and nature within the framework of a common physical geospace.
