Land archive is the living archive of that must be fully maintained. As things goes, Sleman Land Office does digitalization archives to Gambar Ukur, Surat Ukur, Buku Tanah and Warkah by using a web-based application system which is called the Laris application. The research is aimed at finding out the reason why the office is doing digitalization with Laris application and finding out wheter this digitalized archive has been able to replace the original file in the form of paper. This research was conducted with a qualitative method with a descriptive approach Based on research results, obtained information that the digitalization of land records carried out in the Sleman’s Land office which has been done since year 2014 not solely done to change the format of analog files to digital files, but is expected to able provide more comprehensive benefits related to the acceleration of land services so that in practice it uses the Laris application. However, the existence of this digitalized archive still not able to replace the position of analog archive in manner so that the analog archive is still maintained. Therefore, its important to authentication and legalization so the archive of digitalization result legally strong.
Modernization of electronic-based land services is a means of increasing indicators of ease of public service to the community. This is implemented by optimizing the use of information and communication technology. This article discusses the legal pitfalls of regulating electronic certificates and the prerequisites for implementing electronic certificates. From this legal blemish, there is formal legal disregard for the fundamental agrarian Law (UUPA) because it is not a source of reference in regulating electronic certificates and electronic land registration, and there are regulatory inconsistencies in the UUPA in substance. On the other hand, the regulation regarding analog land registration (PP No. 24 of 1997) and electronic land registration (PP No. 18 of 2021) raises the interpretation that there are two land registration systems, namely analog and electronic. PP No. 24 of 1997 was revised by issuing new arrangements that included other materials such as management rights, land rights and flats, as in PP no. 18 of 2021. Then, to carry out electronic land registration, at least three conditions must be met, namely validation of land data, electronic documents, and security of land data
The inventory of Land Tenure, Ownership, Use, and Utilization (IP4T) which is conducted by the City/Regency Land Office, often constrained by limited human resources and State Budget (APBN). For the solution to solve the limited human resources and APBN, in the IP4T implementation, then it needs to conduct an activity based on the participation of society. An activity based on the participation of society is called the Participatory IP4T, in the context of IP4T. This research aims to find out the stages of the Participatory IP4T activity which involves parties, as well as to find out the benefits of the Participatory IP4T results for the Complete Systematic Land Registration (PTSL) activity in Madiun Regency. This research used the descriptive method with the qualitative approach. The research results showed that the stages of Participatory IP4T consist of four stages namely: (1) Planning Stage, (2) Preparation, (3) Implementation, and (4) Supervision, Monitoring and Evaluation. The results of the Participatory IP4T activity was (1) Work Map which can be useful as the work map for the PTSL activity, (2) the textual and juridical data, can be utilized for the initial data of the PTSL data. The PTSL in Madiun Regency was supported by the existence of the Participatory IP4T activity.Keywords: participatory IP4T, APBN, PTSL. Solusi untuk mengatasi keterbatasan sumberdaya manusia dan APBN yang terbatas dalam pelaksanaan IP4T, maka perlu dilakukannya kegiatan berbasis partisipasi masyarakat. Kegiatan berbasis partisipasi masyarakat, yang dalam konteks IP4T disebut IP4T Partisipatif. Tujuan dari penelitian ini adalah untuk mengetahui tahapan kegiatan IP4T Partisipatif yang melibatkan para pihak serta mengetahui manfaat dari hasil IP4T Partisipatif untuk kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Madiun. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa tahapan IP4T Partisipatif terdiri 4 tahapan yaitu: (1) Tahapan Perencanaan, (2) Persiapan, (3) Pelaksanaan, dan (4) Supervisi, Monitoring dan Evaluasi. Hasil kegiatan IP4T Partisipatif berupa: (1) Peta Kerja yang dapat berguna sebagai peta kerja kegiatan PTSL, (2) Data yuridis dan tekstual yang dapat dimanfaatkan untuk data awal data PTSL. PTSL di Kabupaten Madiun didukung oleh adanya kegiatan IP4T Partisipatif.Kata Kunci: IP4T partisipatif, APBN, PTSL.
The Implementation of Complete Systematic Land Registration (PTSL) 2017 at the Land Office of Semarang Regency successfully completed the entire target of 50,000 fields with achievement of 100% realization. The success of a Complete Systematic Land Registration (PTSL) activity is related from the Executor (ASN) side of the activity which will relate to the performance of the employees in carrying out PTSL activities, so it is necessary to prove this in order to optimize the performance of employees and various factors that support the performance of these employees in carrying out activities in accordance with the planned targets. This research is a survey research quantitative approach with research location in Land Office of Semarang Regency. Technique of data collection used are spreading questionnaires to respondents and study documents. Technique of data analysis is conducted by using Pearson Product Moment (PPM) correlation analysis using Statistical Product and Service Solutions (SPSS) program. The results showed that based on the test results of each employee performance supporting variable the most dominant positive and significant correlations were member variables, as evidenced by the correlation coefficient value r = 0.393 *, p-value = 0.029 with a significance of 97.1%, if the ability of members improved it will increase success in implementing PTSL. Overall, a significant positive correlation between employee performance against the success of PTSL implementation in 2017, as evidenced by the correlation coefficient r = 0.360, p-value = 0.016 with a significance of 98.4%, if the factors that affect employee performance are improved it will increase success in PTSL implementation. Based on the test results, the research hypothesis can be accepted. Keywords: correlation, employee performance, PTSL. Keberhasilan PTSL berhubungan erat dengan Pelaksana (ASN), penelitian ini dilakukan untuk mengetahui faktor yang mendukung kinerja pegawai dalam melaksanakan kegiatan PTSL. Metode penelitian dilakukan secara kuantitatif, analisa data dilaksanakan menggunakan analisis korelasi Pearson Product Moment (PPM). Hasil penelitian menunjukkan bahwa masing-masing variabel pendukung kinerja pegawai yang paling dominan berkorelasi positif dan signifikan adalah variabel anggota, terbukti dengan nilai koefisien korelasi korelasi r=0.393*, p-value= 0.029 dengan signifikasi sebesar 97.1%, jika kemampuan anggota ditingkatkan maka akan meningkatkan keberhasilan dalam pelaksanaan PTSL. Secara keseluruhan, korelasi positif yang siginifikan antara kinerja pegawai terhadap keberhasilan pelaksanaan PTSL Tahun 2017, terbukti dengan nilai koefisien korelasi r = 0.360, p-value= 0.016 dengan signifikasi sebesar 98.4%, jika faktor-faktor yang mempengaruhi kinerja pegawai ditingkatkan maka akan meningkatkan keberhasilan dalam pelaksanaan PTSL. Druwe Desa land is a customary whose management is implemented and belongs to desa pakraman. Although it has been acknowledged juridically, but the existence of Druwe Desa land in Bali is experiencing a vacuum related to the legal subject. On that basis, desa pakraman is appointed as subject of rights with respect to its land through the Decree of the Minister of Agrarian Affairs and Spatial/Head of National Land Agency Number 276/Kep-19.2/X/2017. The purpose of this research is to: (1) Make map of distribution of Druwe Desa land; (2) Describe the importance of strengthening the right to Druwe Desa land; (3) Describe the procedures for strengthening the right to Druwe Desa land; (4) Describe the benefits of the strengthening of Druwe Desa land rights. To achieve these objectives, qualitative research methods with ethnographic approach are used to understand the efforts of the community in maintaining the existence of Druwe Desa land. The results of this study indicate the potential shifting of the status of Druwe Desa land ownership that can indirectly threaten its existence. For that reason, it is necessary to strengthen the right to Druwe Desa land so that there will be no problems that can reduce the existence of asset of desa pakraman. Meskipun sudah diakui secara yuridis, namun keberadaan tanah Druwe Desa di Bali mengalami kekosongan terkait subjek hukumnya. Atas dasar itulah, desa pakraman ditunjuk sebagai subjek hak berkenaan dengan tanah miliknya melalui Keputusan Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 276/Kep-19.2/X/2017. Tujuan penelitian ini adalah untuk: (1) Membuat peta sebaran tanah Druwe Desa; (2) Mendeskripsikan pentingnya penguatan hak atas tanah Druwe Desa; (3) Mendeskripsikan tata cara penguatan hak atas tanah Druwe Desa; (4) Mendeskripsikan manfaat hasil penguatan hak atas tanah Druwe Desa. Untuk mencapai tujuan tersebut, digunakan metode penelitian kualitatif dengan pendekatan etnografi guna memahami upaya masyarakat dalam menjaga eksistensi tanah Druwe Desa. Hasil dari penelitian ini menunjukkan adanya potensi pergeseran status kepemilikan tanah Druwe Desa yang secara tidak langsung dapat mengancam eksistensinya. Untuk itu perlu dilakukan penguatan hak atas tanah Druwe Desa agar tidak terjadi permasalahan yang dapat mengurangi keberadaan aset desa pakraman tersebut.
