In the modern conditions of the knowledge economy, when professional knowledge becomes obsolete quickly, the increased attention of the state to the sphere of education is noted. Accordingly, it is necessary to revise the approaches to the management of education sphere in the long term. The prerequisites for education sphere reformation in Russia were the transformational processes of the social reorganization of the Russian state. An effective organization of the education system in modern conditions is the basis for an economic growth achievement. Therefore, it is necessary to apply new principles for the training of professional personnel, taking into account the needs of the emerging innovative market economy. The sphere of education as one of the most important aspects of society life is in the joint responsibility of the federation and its subjects. At the federal level, they determine the vector and the main priorities for the development of the state educational system, at the regional level they develop the main ideas of federal policy taking into account regional peculiarities, needs and opportunities. The standard of living and well-being of Russian society, its general economic and social development, the level and the pace of scientific and technical achievements are determined by the level and the quality of the state educational system operation. Besides, the structure and the content of the education system itself, its competitiveness in the world arena, the compliance with international quality standards and requirements, determine the level of innovative development of the country economy, the intensification of economic development, a favorable social atmosphere and the national security at the international, national and regional levels.
Determining the path of socio-economic development in the context of total progress requires a comprehensive analysis of the features of the development of Russian regions, taking into account political, economic, social, environmental and other priorities and goals of sustainable development. The role of methodological support for the formation and implementation of the strategic development of the region as a socio-economic system is growing. Partially, such methodological support has been formed, however, problems and disproportions in the field of managing regional strategic development remain. The program of social and economic development of the North Caucasus, which has been implemented in recent years, has not brought tangible results. One of the most important problems is recognized as the problem of the quality of planning the socio-economic development of the territory, which does not provide the goal of overcoming the chronic backlog of the economy and the social sphere. According to the Accounts Chamber of the Russian Federation, the estimates obtained indicate problems in organizing the activities of development institutions. The current mechanism of strategic planning for the socio-economic development of the North Caucasus Federal District as a priority geostrategic macro-region of Russia requires a revision of the fundamental aspects of the development and implementation of documents and emerging institutions, the demand for special mechanisms of state support.
В данной статье определена сущность цифровой экономики и ее влияние на раз витие образования. Использование новых информационно-коммуникационных технологий является начальным условием для дальнейшего развития цифровой педагогики. Рассмотрены перспективные направления развития системы образования в условиях цифровизации, а также некоторые аспекты повышения эффективности развития цифрового обучения. Выявлены плюсы и минусы цифрового образования.
The article presents various approaches to the transformation of the modern education system in the world in the context of the COVID-19 pandemic. The authors suggest the following recommendations based on the research: a) the authorities should focus on developing strategies for rapid implementation of specific measures to support students and teachers throughout the forced break in the educational process; b) technical and organizational support is needed for the population of Russian regions due to various reasons that don’t have the necessary equipment, Internet connection and other online tools; c) protecting the rights of employees in secondary and higher education; d) ensuring social equality and inclusiveness, avoiding additional social stratification; e) protecting the personal information of students and teachers, preventing or minimizing risks arising from interaction in the virtual space, including cyberbullying. Also the authors believe that the forced mass transition contributes to the fact that distance technologies are expected to boom in the near future, which has been discussed for several years. Experts in the field of educational policy predict the flourishing of e-learning in Russia. It is predicted that educational institutions will not return to the traditional format of education in full after the end of the quarantine.
