The article considers organizational culture as the basis for a system of managing motivation of workers' labor activity. It is the control of labor motivation of workers taking into account the features of organizational culture that enables to successfully solve the task of multidimensional and diversified disclosure of human potential in the organization. The authors developed recommendations for improving the motivation of workers' labor activity in the process of their socialization in the organization that contribute to activation of labor behavior of personnel. In the course of the research the set of basic principles of collective motivation of labor activity of workers formed under the influence of established organizational culture was determined. Possible mechanisms for motivating the labor activity of workers are suggested that is hierarchical, clan, market, adhocratic in accordance with the type of organizational culture. The study specifies the directions of socialization of workers in the organization that are determined by the influence of organizational culture on the development of labor motivation. Alternative models of arranging interaction between workers for the purpose of their socialization in work collective of the organization are presented, considering such types of interaction as competition and cooperation. Practical use of the recommended mechanisms for motivating labor activity will enable organizations to develop effective systems for workers' stimulation, to optimize the process of their socialization taking into account the peculiarities of organizational culture.
The article considers the global information society as a postindustrial development society, culture inherent to it as a science issue and the process of the human's self-revelation. Different approaches to defining global cultural contradictions in the information society as well as the scenarios of their development are analyzed. Education is one of the leading factors of social and economic development of the global information society. The system of cultural contradictions formed in the global information society and the tendencies of their development affect directly the educational system and act as a basis for the change in the cultural function of education. The changes in the educational values fundamentally alter the view on educational activity in the modern Russian educational system. These changes range from obtaining grounds for professional training to the individual's ability for self-development, independent development of skills to solve non-standard problems.
In a civilised society a point of view on acknowledging culture as one of the most significant resources of socio-economic development was formed. The development of culture in Russian society faces multiple problems. In "The Fundamentals of the Legislation of the Russian Federation on Culture" the duties and responsibilities of state administration bodies for the effective development of this sphere and financial support of cultural activity are proclaimed. Defining the boundaries of state regulation of financial relations in culture and leisure sphere is mainly dependant on the type of social and budgetary policy of the state that influence directly the degree of implementing the declared priorities and on the guarantees to the population of a country in the field of culture. These problems constitute the subject matter of the given research. The condition of the objects of culture and the list of tasks that are solved with its assistance prove the necessity to specify the methodological principles of implementing the state policy in the sphere of culture. The elements of scientific novelty consist in justifying the necessity to develop a complex of measures of improving forms and methods of financial support of culture with the use of the elements of functionally oriented financing of industry expenses.
The relevance of the topic of the research is determined by the necessity to implement insurance as a method to control agricultural risks in order to increase the financial stability of agricultural producers in the conditions of high uncertainty of natural and climatic conditions.Insurance as a means to stabilising risks in the agrarian sphere enables not only to compensate for the losses connected with the loss of agricultural products but also to protect the producers from possible bankruptcy, to enhance the predictability of financial outcomes of activities. The authors put the greater emphasis on the underlying factors influencing the formation and dynamics of crucial indicators of agricultural insurance with state support compared to Russian and foreign experience. The sectoral analysis of was carried out, the peculiarities of implementing instruments of agricultural insurance in terms of federal districts and insurance institutions were revealed, provisions on innovative programmes were developed in order to improve agreements between actors for strengthening agricultural producers’ activities.
