<p><em>Open Data</em><em> (OD) </em><em>is data that is publicly available and free for anyone to use, reuse and redistribute.</em><em> </em><em>The Bandung</em><em> City</em><em> Government is the first </em><em>municipality</em><em> government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed </em><em>and used-reused </em><em>by the public for various purposes. The study conducted in the Bandung </em><em>Municipality</em><em> Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government.</em><em> </em><em>The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. </em><em>The stuation</em><em> raises different views on the selection and display of data published (information dissemination). </em></p>
Social media is a product of technological advances that can influence how problems are formulated and act as a trigger for social change. Social media can provide data and act as a tool for policymakers to determine the effectiveness and acceptability of the current policy model, including the policy for handling COVID-19. Thus, this research analyzes the netizens’ opinions and responses regarding the policies for handling COVID-19 in Bandung City. Data was collected through the interaction of network data between users on social media to describe the interaction pattern between netizens on Twitter and YouTube about handling COVID-19 in Bandung City. The results revealed that most netizens highlighted the emerging policies in the health sector before moving to other sectors. The highlighted result was proven by the most frequently used word on social media that is vaccines. The research results also had limitations because they did not compare how other cities handled COVID-19 with Bandung City while collecting the data online through interactions and discussions. This study reported the village fund evaluation of Penukal Abab Lematang Ilir regency (PALI), South Sumatera, Indonesia. The amount of village funds in the Penukal Abab Lematang Ilir regency (PALI) has increased yearly. However, it was also acknowledged that this has not been enough to impact PALI regency significantly. This study used qualitative mixed methods, and the data were collected using interviews, documentation and observations with nine informants from four selected villages, including Babat village, with a developed village typology, Muara Sungai village and Tanah Abang Selatan village, with an underdeveloped village typology, and Karta Dewa village, with a developing village typology. The research showed the village funds were divided into four indicators in the local government’s commitment to developing Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state. However, the village fund policy evaluation in PALI regency, South Sumatera Province, has not been practical in regards to input, process, output, and outcome indicators. In addition, this paper provided insight into the development and village innovation field to evaluate village funds.
Perubahan Pemerintahan Desa menjadi Pemerintahan Nagari di Provinsi Sumatera Barat diselenggarakan kembali pada tahun 2001. Tujuannya adalah terselenggaranya pemerintahan yang sesuai dengan karakteristik masyarakat Sumatera Barat yang merupakan masyarakat adat. Kabupaten pertama yang menyelenggarakan Pemerintahan Nagari adalah Kabupaten Solok. Sepanjang penyelenggaraan pemerintahan Nagari, ternyata tujuan penyelenggaraan Pemerintahan Nagari khususnya di Kabupaten Solok masih belum terwujud. Muncul berbagai persoalan seperti Koordinasi yang tidak harmonis antara pemerintah Nagari dengan Badan Musyawarah Nagari, Pelayanan publik yang harus ditingkatkan, peran tokoh adat dalam pemerintahan yang sangat terbatas, adalah persoalan-persoalan tentang kelembagaan. Kelembagaan adalah nilai, norma yang menjadi acuan bagi anggota suatu lembaga dalam berperilaku untuk mencapai tujuan lembaga. Penelitian ini melakukan analisis terhadap kelembagaan pemerintahan Nagari. Menggunakan metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa kelembagaan pemerintahan Nagari tidak dibangun dari nilai-nilai dan norma yang hidup dan berlaku dalam masyarakat adat. Pemerintahan Nagari sama saja dengan Pemerintahan Desa berdasarkan Undang-Undang Nomor 5 Tahun 1975 Tentang Pemerintahan Desa. Perlu suatu desain kelembagaan Pemerintahan Nagari yang dibangun diatas fondasi nilai, norma tradisional sehingga Pemerintahan Nagari menjadi Pemerintahan yang sesuai dengan karakteristik masyarakat adat.
