The strategic importance of compliance with National Business Laws, Regulations and standards in managing the ethical and corporate governance standards of Nigerian companies can no longer be ignored in a globalized business environment. Preparation for business, capability and capacity may be adjudged from level of the companies' compliance with National Laws. Regulations and standards were promulgated to be obeyed by suppliers and buyers as law abiding corporate entities. Non-conformity to business legal requirement may attract sanctions, loss of patronage and income, litigation, corporate image and possibly removal from national companies' register if critical. This paper examines the roles of Nigerian Oil and Gas sector's Joint Prequalification scheme on Oil and Gas service companies' adherence on the implementation, enforcement and sustenance of Nigerian Laws. The study covers about three hundred Nigerian companies in three geographical zones of South-West, South-South and North Central comprising of Lagos, Ondo, Ogun, Oyo, Delta, Rivers, Akwa-Ibom, Cross River, Edo and Abuja. Moreover critical review of several Nigerian Laws, businesses legal requirement, entrepreneur legal awareness level, Regulatory agencies' enforcement strategies and capacities, business growth and continuity as well as its consequences. The study was restricted to the compliance of Nigerian companies with National Laws before and after prequalification assessment exercise based on practical field experience between March 2010 and 31st December 2014. The paper wraps up with summaries of findings, strategic solutions recommendation and conclusion on how Nigerian companies and Regulation Agencies may boost the national economy and optimally promote business activities in a legal conscious and friendly environment through third party business evaluation scheme.
Information Technology (IT) has emerged as the global driving force behind business success, improved performance, ease of operations, and accuracy. The growth of a business cannot be separated from the security and safety of the business environment, where the health of employees and facilities must be guaranteed. Therefore, this paper examines the role of IT in the management of workplace safety and personnel well-being in a challenging economy. The paper covers IT application in a safe working environment, personnel health, machinery safety, occupational hazards, risks, and accidents. This paper also addresses challenges that hinder the use of IT in the administration of health safety and environment issues. It concludes with a strategy for an effective utilization of this important tool in the development of health safety and environment.
The study sought to identify the positive effect of prompt report of identifiable risks and hazards in the Nigeria Energy sector by her workforce and other parties involved in Oil and Gas business. Two broad types of data, the secondary and primary data were used in the study. Interviews and personal observation within an Oil Exploration Company was also used for the purpose of establishing role of employee motivation on Risk Identification report. Furthermore, factors impeding the effective and efficient risk reporting were identified, wrong attitudes and perceptions of people about safety issues that contributed to rising rate of accident most especially the fire outbreak in Nigeria was also highlighted. It is disheartening to note that majority of Nigerians did not have basic safety training in the colleges, homes and at work. Therefore this paper will be useful in creating awareness to the teeming Nigerians especially the locals that are engaged in Seismic and other associated Oil and Gas operation on timely Risks identification and reporting. In addition, findings revealed that monthly reward of Safety conscious employee reduces the probable accident rate in the Oil Sector. It was recommended that all staff and stakeholders in the Oil and Gas Companies should be given adequate training on Risk Identification, reporting and preventive management technique along with standardized recognition of diligent workers through awards, promotion and further training. Introduction Accident Prevention, goal of Safety Practitioners across the globe, several research works indicated that elimination of hazard may be unrealistic, but the associated risks can be reduced to as low as reasonably practicable (ALARP). Therefore there is always tendency for incident to occur. Accident investigation until recently Meyer (Jan 2008) noted usually identified causal factors. Some of these causal factors are jobs hazards, risk of executing a task, facility design, worn-out equipment, improper use of facility, standing in dangerous position during operation, breach of work procedure, human behavior and work related fatigue. These factors are errors that can lead to incident but which can be controlled by active involvement of employee through education, training, developmental programs, good welfare package and recognition.

In the contemporary setting, expert advices on sustainable Human Safety and well being in an appropriate workplace via provision of essential working tools and standard Personal Protective Equipment for safe operation are strictly adhered to by the Company's management. In Nigeria today, opposite seems to be the practice. This paper examines the impact of poor funding on HSE Policy implementation and enforcement capability in a typical Nigeria Oil Service Company. It avows a high and unsteady population influx and a disproportionate in demand for safety equipment, training and working materials budget for the phased Safety development. This paper proffer solution to stemming the HSE Policy poor implementation tide, which includes, appropriate planning, healthy budget, prompt release of fund and unbiased management commitment to Personnel and operational safety. Introduction Health Safety and Environment Management is a critical aspect of Nigeria Oil exploration industry whose catalytic effect, particularly in the socio-economic development cannot be over emphasized. The huge investment by different private investors and Government in Oil and Gas business can only be sustained in a safe working environment. Besides, there is hardly any sector of the economy - whether industrial, employment, residential recreational, agriculture, financial and education sectors - that is not linked to the Oil and Gas sector. In short proper management of Health, Safety and Environment in the Oil and Gas Sector will automatically improve mobility and accessibility of passengers, goods and services. Nigeria, incidentally, is endowed with vast reserve of Oil and Gas deposit that spread across the Niger-Delta region and with high prospect of acquiring commercial quantity deposit in the Chad Basin. The potential of the yet to be tapped Bitumen deposit in Ondo, Edo and Ogun axis as well as Liquefied National Gas has steadily increase exploration activities in Nigeria. Unfortunately, most employees in Nigeria have less concern for the working environment and personnel safety. They only crave for profit maximization and indulge in capital flight.
