Tujuan penelitian ini adalah untuk mengetahui ImplementasiiKebijakan Pengelolaan Sampah dan mengetahui apa yang menjadi faktor penghambat dalam Implementasi Kebijakan Pengelolaan Sampah di Kabupaten Bengkulu Selatan. Jenis penelitian ini adalah kualitatif yang bersifat deskriptif.Informan penelitian ditetapkan dengan teknik purposive sampling yakni sebanyak 7 informan. Dataadikumpulkan dengan caraaobservasi, wawancara, danndokumentasi. Sedangkan analisis data digunakan dalam model interaktif dari Miles and Huberman. Hasil dari penelitian ini menunjukkan bahwa ImplementasikKebijakan Perda No. 01 Tahun 2017 Tentang PengelolaannSampah di Kabupaten Bengkulu Selatan sudah berjalan sesuai standar dan prosedur yang telah ditetapkan namun dalam pelaksanaannya belum sepenuhnya terealisasi sesuai dengan isi kebijakan, serta masih ada ketidaksesuaian yang didapat dari hasil pelaksanaan kebijakan. Adapun beberapa faktor yang menjadi penghambat dalam implementasi kebijakan pengelolaan sampah adalah : pertama, Komunikasi : kurangnya anggaran biaya untuk melakukan sosialisasi. Kedua Sumber daya : terbatasnya SDM yang ahli di bidang persampahan, kurangnya fasilitas baik, TPS, TPS 3R serta kurangnya armada pengangkut sampah dan terbatasnya anggaran biaya. Ketiga, Disposisi : masih ada aparat yang melaksanakan tupoksi di luar peraturan yang ada. keempat, Struktur birokrasi : masih petugas/pelksana yang menjalankan tupoksi tidak sesuai dengan SOP yang telah ditetapkan
Bencana covid 19 ini memaksa Perguruan Tinggi (PT) untuk menyelenggarakan Pembelajaran Jarak Jauh (PJJ) karena belum terbiasa menggunakan teknologi digital pada sistem pembelajaran. Tujuan kegiatan ini adalah agar program studi sebagai pengelola dapat memanfaatkan teknologi dan mampu berdaptasi dengan lingkungan untuk menyelenggarakan proses pembelajaran secara daring. Metode kegiatan dilakukan dengan sosialisasi, pelatihan dan simulasi serta praktik. Hasil kegiatan 85% dosen di lingkungan program studi Administrasi Publik dapat menyelenggarakan PJJ melalui E-learning yang disediakan kampus dan Google Classroom. Solusi yang ditawarkan agar PJJ dapat terlaksana dengan optimal maka Universitas hendaknya memiliki Learning Management System (LMS) yang mengadopsi model MOOC dan dosen diberi pelatihan untuk dapat membuat konten-konten materi ajar yang menarik.
This study aims to determine the implementation and aspects that hinder public service reform in Bengkulu City DPMPTSP in achieving excellent service. The method used in this research is a qualitative method with descriptive analysis. The results of the study indicate that services at DPMPTSP already cover 10 aspects of public services such as simplicity, clarity, certainty, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, and comfort. While the inhibiting aspects such as the completion of long licensing times, maintenance of facilities and infrastructure, lack of parking space, not all people use the website portal. The conclusion of this study is that the implementation of service reform in DPMPTSP has shown excellent service and aspects that need to be improved such as maximizing the use of technology, discipline, and completeness of facilities and infrastructure. The purpose of this study is to explain the strategy and direction of human quality development from the perspective of public administration. The method used is descriptive method, which is describing human quality development strategies from various literatures related to human resource development (HR). The results of the literature review show that the development of quality human bureaucracy is a necessity to be able to provide satisfying public services. The State Civil Apparatus (ASN) is a human resource that until now has not been replaced by anything. To maximize the ASN, it is important to have a capacity building program for the State Civil Apparatus (ASN) which should be carried out programmatically and systematically. This study aims to determine the extent of ASN capacity development in the Regional Personnel Agency (BKD) of Bengkulu Province. This study used a qualitative method, interview informants were taken as many as 10 people using the purposive sampling method. Research data is sourced from secondary data derived from reports, news and previous research. Meanwhile, primary data comes from observations and interviews and group discussions. The results showed that it was carried out by means of employee assignments in formal education, education and training, namely Structural Training, PIM Administration and Functional Technical Training. In addition, participation in seminars, workshops, workshops and courses, upgrading, training. This research contributes to the understanding that IT is important for ASN to develop its own capacity through education both formal and informal education.
