HRM (Human Resource Management) is crucial to the success of any business, achieving organizational goals. It has a special function as a strategic administrative instrument because it utilizes human resources (HR) based on efficiency, effectiveness, rationality, and objectivity. However, in Indonesia's bureaucratic system, there are still several human resource constraints that become a problem in public services. The aim of this paper is to examine the technical concepts of the HRM model and to create a hypothetical HRM model for the public sector. By using descriptive and secondary data analysis techniques. As a rationale, the public sector HRM model should be combined with those values from the good governance paradigm, as per the findings of this study.
ABSTRAK. Penelitian ini dilakukan dengan metode survey. Tujuan dari penelitian adalah untuk mengetahui kualitas pelayanan penyuluhan pertanian kepada petani di Kabupaten Garut. Di samping itu untuk menganalisis dan memberikan alternatif model penyuluhan pertanian. Dari penelitian ini diperoleh temuan penting bahwa setelah diberlakukan otonomi daerah jumlah, kualitas dan kompetensi penyuluh pertanian justru menurun. Hal ini mengakibatkan kualitas pelayanan yang diberikan kepada petani menjadi menurun pula. Sedangkan dari pengkategorian skor pada penerapan teori Zeithaml, et. al. (1990) menunjukkan bahwa dimensi assurance mendapatkan penilaian paling rendah dari responden. Sehingga perubahan kualitas pelayanan sebaiknya dimulai dengan memperbaiki indikator pembentuk dimensi ini. Berikutnya perubahan dilakukan bertahap atau paralel pada dimensi reliability, tangible, responsiveness dan empathy.Model pengembangan yang dapat diberikan yaitu menyediakan fasilitas sistem informasi disertai pelatihan yang intensif guna meningkatkan kinerja penyuluh pertanian, sehingga akhirnya meningkatkan kualitas pelayanan yang diberikan.Kata kunci : kualitas pelayanan, penyuluhan pertanian, otonomi daerah QUALITY SERVICES AND ALTERNATIVE MODEL OF AGRICULTURAL COUNSELLING SERVICE IN THE ERA OF REGIONAL AUTONOMYABSTRACT. The program of this movement aims to promote and strengthen the management of the bureaucracy at the district/city that is open, participatory, innovative, and responsive. Forms of transparency that is the main event routine interactive dialogue held on Friday since 2008. In the event, the people freely express their aspirations, criticism, and suggestions. This research focuses on the accountability of the Local Government Administration Report in DKI Jakarta Province. The Soft Systems Methodology (SSM) research approach is used to explore social problems and suggest solutions. The research findings show that accountability in various dimensions needs improvement, such as implementer's accountability, accountability holders' coordination and participation, and accountability objectives of budget planning. Hindering factors like infrastructure, support, and competencies need to be increased in both quantity and quality. The researcher proposes a new model for accountable local government administration reports, which involves synchronization of regulations and institutions, improvement of governance and human resources, and strengthening control and supervision. The novelty of this research is in formulating policies to improve accountability in DKI Jakarta Province.
