Abstrak:Interprestasi dari makna Keushuluddinan adalah bagaimana hubungan manusia dengan Tuhan dan hubungannya manusia sesama manusia agar tidak terjadi ketimpangan (Problematika), artinya manusia harus mampu menempatkan dirinya sebagai hamba Allah ("abd) yang selalu menundukkan dirinya dengan melakukan ibadah ritual. Namun begitu, sebagai manusia zon politikon manusia harus juga mampu memamahami gejala-gejala social yang terjadi di masyarakat, dan memberikan solusi terhadap permasalahan yang terjadi dimasyarakat sebagai wujud dalah kehidupan nyata, serta bagaimana menciptakan kondisi sosial tersebut menjadi masyarakat adil makmur yang diridhai oleh SWT.

Agenda Pilihan Kepala Daerah  telah menjadi wujud nyata dari perwujudan kedaulatan rakyat di Indonesia yang dilaksanakan secara demokratis sesuai amanat Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Penelitian ini bertujuan mengkaji berbagai pandangan dalam memaknai maksud dari sistem dan mekanisme pengisian jabatan Kepala Daerah secara demokratis berdasarkan Pancasila sebagai dasar filosofis negara, terutama sila keempat. Penelitian dilakukan dengan metode yuridis normatif melalui pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan sejarah (Historical Approach). Hasil penelitian menunjukkan bahwa Indonesia pernah melaksanakan sistem Pilkada secara langsung dan tidak langsung, serta ditemukan pula adanya bentuk koherensi dari pemaknaan Demokrasi Pancasila. Sistem Pilkada di Indonesia yang dapat dimaknai secara filosofis maupun harfiah dengan maksud yang berbeda. Pancasila merupakan ideologi terbuka, yang penerjemahannya ke dalam tujuan-tujuan dan norma-norma sosial politik selalu dapat dipertanyakan dan disesuaikan dengan nilai-nilai dan prinsip moral yang berkembang di masyarakat.

National development planning model with its long-term time dimension in Indonesia is carried out with the National Long-Term Development Plan (RPJPN) which replaces the Planned Overall National Development (PNSB) and the General Outlines of the Principles of the State (GBHN). Based on the analysis of the data obtained, it can be seen that since 2004 the use of the RPJN has turned out to cause fluctuating dynamics in the existing development outcomes. The occurred changes resulted in inconsistencies in the direction of development when there was a change of state development actors such as President, Governor, Regent/ Mayor, and other state institutions. The reason for this is that there is no permanent structure that can be used as a reference for a long-term development program that will be carried out by the managing state institutions, particularly the government. Based on this, the aim of this study was to create a form of reformulation of the principles of the state. This research was a normative research with a statutory, historical and conceptual approaches. To answer this problem, the idea of the state principles was born which departed from combining the advantages of PNSB, GBHN, and RPJPN which were then packaged into a new state principle system, with ideological principle and technocratic strategy.
