National and international studies have demonstrated the limitations and failures of prohibitionist approaches to drugs, focusing on repression of consumption. Since 1998, National Curriculum Parameters on health have indicated that prevention of drug misuse should be tackled across traditional programmatic content. However, different studies, added to the researcher's teaching practice, reveal the difficulties of teachers in developing educational and preventive activities on drugs and the lack of training courses on the subject, capable of stimulating such actions. From this perspective, this study aimed to elaborate and implement a learning distance course on drugs for teachers, as well as to investigate the extent to which the course has fostered the development of spaces for dialogue and learning on the subject in schools. The study was based on a qualitative approach that involved: (1) documentary and bibliographic review in the areas of teaching/education, health and drugs; (2) development and implementation of a online course in partnership with the CECIERJ Foundation; (3) analysis of the students' views on the content and methodology of the course and its effects on proposing educational actions on the subject in the school community. The analysis of the results was based on the answers of the questionnaires, the records of the online forums and five individual interviews, made three months after the end of the training; 51 teachers participated in the training, with a diverse professional background and teaching staff in the public sector, with a majority of the female gender (77.5%) and the age group of 30 to 49. Most of the students declared themselves motivated by the course and evaluated the training as very good in relation to the contents presented and the pedagogical approach, centered in the dialogical, participative and collaborative perspective. The educational resources used in the course were described as suggestive and applicable in the classroom. As for the difficulties to follow the course were mentioned problems for time management and particular unforeseen and health conditions. Especially in the interviews, it was mentioned the difficulty of carrying out projects in partnership within and outside schools, which compromises a more integrative approach to the theme. Based on the results, it is intended to improve the course and to reproduce it, aiming to contribute with a free teacher training alternative on drugs, focusing on Harm reduction, capable of promoting educational and preventive actions in the school context.
Este trabalho de pesquisa tem como objetivos identificar programas de incentivos ao desenvolvimento tecnológico para as organizações hospitalares, pesquisar os investimentos da organização hospitalar estudada e do governo e verificar a ocorrência de economia de escala na prestação dos serviços de saúde resultante desses investimentos. A pesquisa desenvolvida é de natureza aplicada, com finalidade descritiva e abordagem qualitativa. Os procedimentos técnicos para consecução do objetivo foram a pesquisa bibliográfica e o estudo de caso. O estudo possibilitou a identificação de órgãos do governo responsáveis por promover programas de inovação na saúde, identificando qualitativamente e quantitativamente os investimentos na organização estudada. Foi constatado que houve investimentos somente por parte do governo, não ocorrendo aumento no atendimento que possibilitasse a identificação de economia de escala. O trabalho demonstrou que o governo brasileiro tem investido em inovação no sistema de saúde e que possui órgãos responsáveis por promover inovação tecnológica. Embora não tenha ocorrido economia de escala, em virtude dos investimentos feitos pelo governo, fica implícito um desafio aos gestores das organizações hospitalares, quanto à apresentação de vários casos de implementação de inovação tecnológica de sucesso em organizações hospitalares e no sistema de saúde em geral.Palavras-chave: Gestão Hospitalar.
