The paper is concerned with justification of the need for creating a corporate portal of a technopark as a unified communication platform for the knowledge transfer between science, education, and business, which is a new stage in developing their integration and increasing the operating efficiency. The authors performed an analysis of tasks and functions of corporate portals used by Russian organizations. Features of technoparks were identified which served as a basis for the determination of the goal of creation and the key functions of the portal of a technopark. According to the goal of creating a portal of a technopark, which consists in enhancing integration through the knowledge transfer between its residents, the authors identified the following key functions of the portal: developing and maintaining a culture focused on exchange of knowledge, networking, learning.Based on the monitoring of modern products in the software market for the development of web portals and their user experience, basic tools were proposed that are required for the performance of the key functions. One of the most complex tasks that should be solved in order to turn the technopark into an innovative ecosystem and ensure the knowledge transfer between its residents, is the formation of special organizational culture, and primarily identification of its key values. According to the authors, that developing and maintaining a culture focused on exchange of knowledge, by means of a corporate portal of a technopark, should be based on the following key values: cooperation, openness, trust, team spirit, and creativity.Developed proposals for the creation of a corporate portal for technoparks, including the key functions, basic tools, the structure of the project for the development and implementation are notable for their novel nature, are of practical importance and can be used in Russian technoparks.
The formation, development of the theory and methodology of management science have been revealed on the example of the First Department of Management in our country. Meanwhile, the role of the Department in the organization of 15 theoretical, branch, functional management departments at the University has been highlighted. The activity of the Department marked the beginning of management in the Institute, it served as a source of distribution in it managerial “spirit”, the ideology of manageability. The article designates new concepts and modern methodologies for the development of management science at the present stage: innovative digital economy and management, anthropologization, value and project approaches. Modern approaches to management education, creation of universities of new formation, with allocation of their main functions have been considered. The role of the teaching staff of the Department in the development of management science has been rightly emphasized, the special role in this work belongs to Kozlova Olympiada Vasilievna.
The purpose of the results of this research is to consider the modern methodological foundations of the theory and practice of managing socioeconomic systems. Modern concrete approaches and management concepts are considered. The hypothesis of their research is based on the laws of Economics and management and on the classical methodological basis: system, complex, situational, etc. An important place is given to retrospective, anthropological, and creative approaches in the context of digitalization of the economy and management. A special place in research is given to knowledge management. We also study the positive and negative impact of artificial intelligence on the human factor in the modern ecosystem. The validity of the considered methodological approaches is proved by the use of publications of leading scientists, materials of international conferences, discussions, etc. The anthropological approach in the conditions of intensive development of artificial intelligence is very important and relevant. Anthropology is a humanitarian approach to the methodology of the XXI century, the use of which, thanks to a unique combination of fundamentals and a set of appropriate techniques, allows you to solve a variety of problems: from the knowledge of the worlds of the past and present to increase the level of sales in the high-tech sector.
The purpose of the article is to reveal the developed measures to improve the effectiveness of the human resource management system in the municipalities of the Moscow region (MO) using an innovative approach and the use of competency models. The article presents the results of research conducted on the analysis of the state of personnel management in organizations of the Moscow region using an innovative approach and the development of a number of competency models. A number of measures are proposed to improve the effectiveness of the human resource management system in municipalities, in particular: the introduction of KPIs-key performance indicators, i.e. the reporting system of targets and the budget of the organization (Introducing KPIs, 2008); these indicators are quantitative parameters that are previously identified, agreed and reflect the main success factors of the Department or division. In personnel management, these indicators include the performance of government agencies and their divisions, the effectiveness of civil servants, and staff satisfaction with their work [1]. The feasibility of implementing this system is determined by the need to create a clear and transparent system not only for employees, but also for residents of the region. A system of applying the competence approach is proposed [2], combined with a system for evaluating employees in the form of applying KPI. A system of non-material incentives in such a division is proposed; recommendations are formulated for the creation and development of a personnel reserve; a system of training and development of personnel, the creation of an internal training center.
