Digitalization of economy is associated with the acceleration of business processes, the adoption of effective management decisions, the development of which is based on information about the state and use of the main components of economic activity, including technical. Traditional approaches to the analysis of fixed assets include phased calculations of indicators that only fragmentary take into account the sequence of movement of the studied objects in the organization and, therefore, are of limited use. To eliminate existing methodological shortcomings, attributive-meaningful relationships between key static and dynamic indicators that take into account the specific features of sugar production and systematically cover the entire process of movement of the value of property, plant and equipment in the organization are identified and justified. A fivestage algorithm of business analytical procedures has also been developed, which allows identifying benchmarks for making proactive management decisions in terms of mobilizing the possibilities of intensive use of capital assets of processing organizations. Testing of the methodology for indicating the level of use of the technical component of economic activity was carried out based on the materials of seven sugar production organizations of the Voronezh region for the period 2014-2018; dynamic rating was carried out separately for each organization for each year, which allowed establishing the prevailing influence of factors of the external business environment on the results of using the technical component. The integrated rating of the organizations were carried out over each year and in general over a five-year period, which made it possible to ascertain the presence of unused and underused opportunities and the ambiguity of implemented management decisions aimed at developing the technical component; it is concluded that it is necessary to implement a systematic approach to indicating the level of use of the technical component of economic activity, ensuring a one-time assessment of the mobile elements of resource capital (material and labor) and the non-mobile element.
This paper considers the concept of professional creativity as the ability of staff to express intended creativity in given conditions in order to achieve certain goals. The article also examines methodological features of assessment of professional creativity which makes up the basis of creative potential at an organization in the conditions of digitalization. The authors conclude that it is necessary to improve the existing analytical tools to boost the efficiency of staff management. Key parameters of professional creativity assessment are substantiated: flexibility, originality, curiosity, interdisciplinary erudition, systems thinking, cross-industry communication. The research suggests an assessment methodology of “creative al pari” (compatibility of creative potential with a profile of professional creativity) on the basis of key parameters that include four following stages: preparation of k-assignments and profiles of professional creativity at certain positions; evaluation of k-assignments performed by staff members and development of their professional creativity portrait; selection of candidates for their future inclusion in staff reserve in accordance with their grades or for hiring ones due to minimum deviations from standard figures defined for the vacancy. This paper discovers specific features of the individual “creative al pari” assessment, based on utility function, aa well as the “creative al pari” assessment in the organization. The latter, in its turn, allows to establish an absolute, conditional or critical discrepancy between creative potential of staff and a profile of professional creativity at the organization. As a result of the research, the authors make a conclusion about the possible areas to apply the developed technique. They include: recruitment process, formation of staff reserve, recertification or training in service organizations.

The topic of the study is relevant, given the geopolitical tension and unstable situation in the international arena, the consequence of which was the introduction of restrictions on a number of foreign tourist destinations. The combination of foreign policy and economic factors gave a positive impetus for the development of domestic tourism. The object of the study is the tourism sector, as one of the key areas for increasing the region competitiveness and sustainability. The subject of the study is the mechanism for the formation of a tourist and recreational cluster on the example of the city. Zhigulevsk, Samara region. The purpose of the study is to analyze the key positions of the mechanism for forming a tourist cluster in the region. Research objectives: • study of the essence of the tourist and recreational cluster; • identification of key positions of the mechanism of effective formation of the tourist cluster; • study of the potential of the territory of the tourist and recreational cluster of the city of Zhigulevsk, Samara Region. Methodologists and research methods. The authors applied a systematic approach to the study of the mechanism of forming a tourist cluster in the region: analyzed the engineering infrastructure, transport infrastructure, as well as cultural and historical objects on the example of the tourist cluster of the city of Zhigulevsk, Samara region. The analysis of demand for services of the tourism sector of the Samara region was carried out using an online survey of consumers of this type of services, the results of which are presented using a graphical method. The study of the process of forming a tourist and recreational cluster in the region is widely covered in scientific literature, affecting such areas of knowledge as sociology, economics, culture, history, ecology. The authors of the article analyze, on the one hand, the desires and opportunities of consumers of tourist services, on the other hand, the possibilities of a tourist and recreational cluster to meet the needs of tourists. The key to the effective formation of a tourist and recreational cluster is a comprehensive analysis of the tourist and recreational territory.
