The article describes the innovation and innovative manifestations of competition, and changed nature of competition. Authors include market economic mechanisms in innovative manifestations, political innovation -in innovation manifestations (unfair, in particular), the lack of harmonization of macroeconomic, microeconomic and regional innovation activities and innovative nature of it. The signs of nature of competition are identified, such as the co-creator of products, individualization of production, the possibility of using nontraditional resources, and others. Practical use of specific signs of the competition manifestation in the organizations of the Voronezh region, such as common values of consumers and producers, the transformation of the role of the consumer, the spread of the process of convergence and also increase of demand for innovation and creating advantage through intellectual components is considered.

Продовольственная безопасность предполагает такое состояние экономики и АПК, при котором независимо от влияния различных внутренних и внешних факторов в полном объеме удовлетворяются потребности населения в продовольствии в соответствии с нормами потребления. Ведь уровень и качество питания во многом определяют продолжительность жизни населения и здоровье нации. Для оценки состояния продовольственной безопасности предлагаем использование следующих индикаторов: самообеспеченность продовольствием. Проанализирован уровень самообеспечения региона по отдельным видам продукции, уровень которого по отдельным видам сельхозпродукции определяется как отношение производства продукции на территории области к внутреннему ее потреблению. Рассмотрены данные о ресурсах и использовании молока и молочной продукции. Изучены данные о продовольственных ресурсах и их использовании на территории Воронежской области. Рассмотрен критерий, по которому оценивается уровень продовольственной безопасности -это экономическая доступность продовольствия, зависящий от уровня цен и реального размера доходов населения. Последний критерий -это безопасность продовольствия. Повышение уровня и качества жизни сельского населения, стабильное отечественное производство сельскохозяйственной продукции и продовольствия, сохранение природных ресурсов для аграрного производства составляют основу продовольственной безопасности. Установлено, что защита жизненно важных интересов российских потребителей не в полной мере соответствует необходимым требованиям. По уровню самообеспечения продовольствием Воронежская область имеет показатели, которые выше пороговых значений, установленных Доктриной продовольственной безопасности РФ. Фактическое потребление продуктов на душу населения не в полной мере соответствует рациональным нормам. По определенным группам продукции наблюдается как недостаток ее потребления, так и переизбыток. The issues of the relationship of modern characteristics of the manufacturer and consumer with the innovation activity of both the enterprise and network structures are considered. The problems caused by new types of innovative labor in a competitive environment are identified; competition between the chains and inside them, the transformation of competitive forces, the interpenetration of the results of the manufacturer and consumer offers are considered. The ways of traditional income increase are investigated: increase in wages, payment of bonuses, various surcharges, allowances, guarantee compensation payments related to the performance of tasks. The mechanism of the influence of time costs and financially significant results of the activity on labor activity and incomes of workers of market structures in comparison with the activities of public sector employees is studied. The directions of solving the problem of increasing employee incomes that lie in the plane of the combination of production and consumption are identified. The authors propose a detailed study of the concept of increasing income, which is aimed at the processes of joint creation of common values of market participants: producers and consumers. It is due to the departure from the traditional scheme to the implementation of innovative activities at the enterprise, which became possible due to the formation of new competencies based on external sources of intellectual capital, including through the creation of a creative network of participants to generate unique value with the involvement of consumers. The considered incomes of producers as a result of market interaction with consumers have the effect of creating new values along with the ownership of a trademark, patent, franchise rights. The development of relations with consumers and the new competencies of manufacturers have an unlimited time perspective, in contrast to the use and ownership of traditional resource objects that have a final effect.
The article considers socio-economic measures of reduction of unemployment. In today's economic conditions, the authors highlight the state of the labour market, characterized the level of market infrastructure development, deformity in workers ' income, level of qualification of university graduates, presence of "shadow" sector of labor market ; and also movement in the labour market: natural movement, change of pension system, high level of hidden unemployment, low wages, decline of production, migration processes. The structure of the employed by age groups is considered, the indicators characterizing both the state and the movement in the labor market are studied, the decrease in the number of workers associated with natural processes is shown (decrease of fertility and increase of the level of Population mortality).
