Spanish universities are attempting to offer a more flexible and higher- quality education that is adapted to new social demands. As a result, they are offering a series of technological resources in both university management, as well as, in teaching and research - developments which are encouraged by the educational convergence process, occurring within the European Higher Education Area. In this article, we analyze how a group of university teachers seeks to promote an experience of active collaboration and open education amongst their students through the creation of a Wikipedia site. The goal was to promote a different, more flexible teaching system, where both the teacher and the students break away from their classic roles. This experience was started in order to achieve the following results: 1) motivate learning, 2) encourage active-collaborative learning 3) create a dictionary of the terms related to political science that helps to explain key concepts to students and the public, and 3) improve the quality of education. Despite facing certain obstacles, the results were positive: the students became committed to this practice, learned to collaborate in groups, and solved problems by interacting with their classes; their interest in subjects was increased, and useful tools for other people were created. Moreover, the teachers introduced new pedagogical methods in their classes and made learning relate to their students in a different way. In short, the results show that the use of wiki is effective in improving university teaching.
En el marco de los Objetivos de Desarrollo Sostenible de la Agenda 2030 (en particular en el Objetivo número 11 sobre Ciudades y Comunidades Sostenibles) se aprobó la Directiva 2018/844 UE de 30 de mayo, modificando las anteriores 2010/31 de eficiencia energética de edificios y 2012/27 de eficiencia energética, para lograr "un parque inmobiliario descarbonizado y altamente eficiente (…) para transformar los edificios existentes en edificios de consumo de energía casi nulo... con una renovación a una tasa media anual del 3% (...) aplicando las Directrices de la OMS sobre la calidad de aire interior… y apoyando medidas de fomento de financiación inteligente para edificios inteligentes de la Comisión Europea". La Directiva anuncia una mejora de la transparencia de los certificados de eficiencia energética, garantizando el establecimiento y la aplicación uniformes de todos los parámetros de cálculo necesarios, tanto por lo que respecta a la certificación como a los requisitos mínimos de eficiencia energética, y propone un sistema de control posterior automatizado y electrónico. En el marco del proyecto del Plan nacional de I+D+i CertificaRSE5, se han analizado la certificación, las eco-etiquetas y el apoyo necesario con recursos financieros públicos para impulsar el futuro del sector. Para obtener esta información, se ha optado por diseñar y aplicar una técnica de investigación cuantitativa. En concreto, se ha realizado una encuesta a los grupos de interés del sector de la edificación y rehabilitación, por su experiencia con el manejo de certificaciones y su impacto real en la sostenibilidad. Se ha invitado a los encuestados a valorar la introducción de nuevos incentivos en los impuestos aplicables al sector de construcción y rehabilitación de viviendas, ajustados al retorno en sostenibilidad que generan, con el propósito de mejorar la normativa y la comunicación de todos los agentes involucrados con la sociedad. La finalidad de esta encuesta ha sido valorar la adecuación del marco normativo y financiero a la hora de atender las necesidades existentes, por lo que se han tenido en cuenta diferentes dimensiones analíticas: la sostenibilidad en el sector, la certificación, los recursos económicos y financieros, la normativa aplicada y la comunicación con agentes del sector y con la sociedad.
The local sphere is the participatory space par excellence. However, there are few academic studies on citizen participation in urban polities, and even less on the quality of participatory mechanisms. This article analyses two participatory processes of urban reorganisation led by the City of Madrid, based on the development of an analytical framework designed to evaluate its quality, with the objective of knowing which initiative enjoys the higher quality, and of proposing a series of recommendations that would contribute to ensuring the successful development of these processes.
The creation of educational audio-visual materials has recently become popular. It is an innovative and entertaining practice, which can reach millions of people through social networks and YouTube. For this reason, this specific was designed for students enrolled in the following three modules: The Spanish political system, public administration in Spain, and institutions and decision-making structures in both the of joint degrees in law and political science and in public management and economic sciences, as well as degrees in public management and degrees in political science. Educational audio-visual materials were co-designed and co-created to define a Municipal Council, its workings and its organization. This was a three phased experiment.. In the first, under the supervision of teachers, students developed five videos showing how Municipal Councils work. This allowed university students to become involved in a collaborative learning activity through which they acquired a series of important skills for future use, in addition to reinforcing their learning by participating in creation of digital teaching material, and also establishing a new teaching methodology consisting of learning-by-doing. In the second, professors and students attended CEIP Severo Ochoa Primary School in Madrid showing videos and playing two practical games, thus promoting knowledge transfer. In the third, the teachers evaluated the impact of this activity and the degree of satisfaction of university and primary school students. The result was positive, because not only was an educational innovation successfully implemented, but also a large part of objectives were achieved.
El artículo analiza el sistema institucional de participación de la Comunidad de Madrid con la finalidad de constatar si sus diferentes mecanismos formales (marco regulador y órganos estables de participación) cuentan con un diseño institucional adecuado para garantizar el acceso y el poder de intervención de los ciudadanos en aquellos procesos deliberativos que pueden llegar a incidir, de algún modo, en las políticas y los servicios sociales regionales.
