This paper proposes a self-contained reference for both policy makers and scholars who want to address the problem of efficiency and effectiveness of local public transport (LPT), with special emphasis on urban transit, in a sound empirical way. Framing economic efficiency studies into a transport planning perspective, it offers a critical discussion of the existing empirical studies, relating them to the main methodological approaches used. The connection between such perspectives and Operations Research studies dealing with scheduling and tactical design of public transport services is also developed. The comprehensive classification of selected relevant dimensions of the empirical literature, namely inputs, outputs, kind of data analysed, methods adopted and policy relevant questions addressed, and the systematic investigation of their interrelationships allows us to summarise the existing literature and to propose desirable developments and extensions for future studies in the field

We study the welfare effects of parallel trade (PT) considering investment in quality. We thus revisit the case for PT in research-intensive industries. We find that PT may raise quality, depending on how preferences for quality differ across countries. Conditional on quality, consumer surplus may rise (fall) in the PT-source (PT-recipient) country. While PT reduces ex post welfare, improving quality is a necessary condition for PT to increase welfare ex ante. (C) 2013 Elsevier B.V. All rights reserved

The paper proposes a multi-attribute combinatorial auction-based mechanism, called open contract mechanism (OCM), which allows an organization or an individual (seeker) to dynamically and simultaneously bargain the features of distinct innovation contracts with other organizations and individuals (solvers), in general collective innovation environments. In such contexts, a seeker does not possess specific skills and technical knowledge which are crucial for an innovation or for a part of a new product development project, while some solvers might be willing to provide their relevant know-how to the seeker. To induce collaboration between the seeker and solvers, voluntary and legally enforceable agreements need to be formulated, where a fair evaluation of the intellectual property rights of any party is guaranteed, and all technical and economic aspects are detailed. Therefore, OCM allows the seeker to involve solvers in defining a collection of open contract schemes, related to the supply of the required specific skills and technical knowledge. The solvers must submit offers in terms of contract versions of these contract schemes. In such a way, OCM aims at partially extracting from the solvers their multidimensional private information regarding economic and technical issues, in order to reduce the occurrences of pre- and post-contractual opportunistic behaviours. © 2012 Springer-Verlag Berlin Heidelberg

This paper aims at being a comprehensive reference for stakeholders, policy makers, and scholars interested in analyzing the problem of efficiency, effectiveness, and impacts of rail transport systems in a sound empirical way, paying specific attention to passenger transport services. The paper combines different analytical frameworks (engineering, economics, impacts), systematic review techniques, and advanced mappings. Framing economic efficiency studies into a transport planning perspective permits to move from efficiency to effectiveness issues. In addition, including impacts offers a critical discussion of the existing empirical studies, relating them to the main methodological approaches used. This analysis can be useful for those interested in developing new techniques for the evaluation of this sector. The critical analysis developed in this paper provides a catalog of inputs, outputs, external factors, possible impacts to account for, data, and approaches, which allows us to identify areas in which new methodological developments, new approaches, are needed to address the relevant societal challenges of the rail transport sector.
