In this paper we analyze Minskian dynamics in the US economy via an empirical application of Minsky's financing regime classifications to a panel of nonfinancial corporations. First, we map Minsky's definitions of hedge, speculative and Ponzi finance onto firm-level data to describe the evolution of Minskian regimes. We highlight striking growth in the share of Ponzi firms in the post-1970 US, concentrated among small corporations. This secular growth in the incidence of Ponzi firms is consistent with the possibility of a long wave of increasingly fragile finance in the US economy. Second, we explore the possibility of short-run Minskian dynamics at a business-cycle frequency. Using linear probability models relating firms' probability of being Ponzi to the aggregate output gap, which captures short-term macroeconomic fluctuations exogenous to individual firms, we find that aggregate downturns are correlated with an almost zero increased probability that firms are Ponzi. This result is corroborated by quantile regressions using a continuous measure of financial fragility, the interest coverage ratio, which identify almost zero e↵ects of short-term fluctuations on financial fragility across the interest coverage distribution. Together, these results speak to an important question in the theoretical literature on financial fragility regarding the duration of Minskian cycles, and lend support, in particular, to the contention that Minskian dynamics may take the form of long waves, but do not operate at business cycle frequencies.
RESUMENEn América Latina se ha observado una tendencia a la modificación de los límites constitucionales para la reelección en aras de ampliar los horizontes temporales de los presidentes en ejercicio. De igual forma existe evidencia que apunta a la relevancia que tiene la ventaja para quienes ejercen la presidencia de ganar las reelecciones en los distintos países. Partiendo de una base de datos de 137 elecciones para 18 países se describe la evolución histórica de los distintos tipos de reelección para los presidentes en América Latina, se reporta su tasa de éxito y se estima si los presidentes que buscan la reelección logran ganar con mayores márgenes frente a sus opositores controlando tanto por variables económicas como institucionales.Palabras clave: Democracia, América Latina, reelección, presidencialismo, calidad de la democracia, ventajismo del titular. ABSTRACT There is a significant trend in Latin America of extending term limits for the presidency in order to allow reelection. There is also evidence that incumbency advantage matters of those presidents seeking reelection in different countries tipically win their electoral bids. Based on a dataset of 137 elections in 18 countries in Latina America, this paper describes the evolution of different reelection schemes since the transition to democracy, reports the success rates for presidential incumbents and estimates the impact of incumbency on electoral margins
Este artículo examina las características de una reforma tributaria estructural y equitativa. La tributación no solo determina el recaudo, también incide en el aparato productivo y en la equidad. En Colombia la presión tributaria es muy baja, y los recursos son insuficientes para suministrar bienes públicos esenciales. El sistema impositivo debería contribuir a consolidar una “nueva economía”, como la llama el gobierno, que impulse la industria, la agricultura y el turismo, y dependa menos de los hidrocarburos. Los impuestos deben favorecer la equidad, por ello la tributación directa debería aumentar en forma progresiva, con una tarifa mayor a medida que crece el ingreso. La reforma tributaria recién aprobada mejora el recaudo, pero no favorece la nueva economía ni la equidad, pues dio excesivo peso al iva y muy poco a los impuestos de renta y patrimonio.
